I think it's F-16s on F-16s as the exercise is named. JF-17 Thunder are there just for the optics.

PAF must find a way to get back into the Red Flag exercises. Even though PAF takes part in many multilateral exercises and has its own well regarded war games, Red Flag is the premier international exercise where last assets and tactics are employed.

Thats a negative
In the past, even Mirages and F-7s participated in the Falcon Talon series of exercises and as for this current period...

"Airmen from the US Central Command area of responsibility were deployed to Pakistan, supported by the Air Mobility Command’s C-17 Globemaster III aircraft, which delivered personnel and cargo.

The exercise also involved the US Air Force F-16 Fighting Falcons from Aviano Air Base’s 510th Expeditionary Fighter Squadron, known as the Buzzards. Images from US and Pakistani sources showed that the Pakistani Air Force deployed its F-16s and JF-17 Thunder jets during the exercise."
