They are not sitting ducks waiting to be attacked; they are moving targets.

Security forces have to gather intelligence, locate them, prepare, plan and execute an operation. It isn't as simple as just deciding to strike them.

we have been getting 2 to 3 casualties almost weekly
terrorist have been using them a lot
