This has not even proven true for IRGC which is a highly technical and advanced military arm. It is certainly not true for groups like BLA where the most advanced thing they do is load a car full of explosives and drive it into a checkpost.
Groups like BLA, AQ, IRA, Hezbollah, Hamas, TTP, LeT, Nusra, Shabab etc. all have plenty of people to lead. The decades of experience is already handed down by the time they're killed.
The only successful case I can think of is Sri Lanka vs Tamil Tigers where they literally killed EVERYONE associated with the group. This was made possible by the fact that they were on an Island. We are not on an Island.
