ISI has been 'restrained' from attacking inside Indian at the highest level, that is why they don't respond. I don't understand what more can the Indians do than this??

I used to think the same. However, how easily Mosad has killed Hamas leaders, nuclear scientists, Iranian leaders, etc with drones, robots and providing the Starlink system. I believe Iran is so porous and vst that Tehran cannot control its entire area.
Some Indian ex-servicemen were arrested for spying for israel in Qatar.
Therefore, I guess, it is Raw and Mosad who are supporting each other (in this case, Mosad supporting RAW biddings or BLF) without Tehran's backing (if not initially, but now for years)

On a serious note, this is called underestimating your enemy. BLA is probably not as fanatical as a Jihadi organisation but it is not far off. As most Baloch are Muslims.

Killing their top leadership that is sitting abroad in Afghanistan helps but it will never slow BLA down. Probably ISI knows this hence there is not much onus on taking them out.

They are a low-tech group. They use rifles, explosives and the odd RPG. Their directive is simple and every unit level commander within the BLA knows his job and what he has to do. 99% it is likely that they operate in individual cells where each unit has its own leader and lieutenants. As they are all locals, they are also entrenched into Balochistan and have relatives and friends everywhere acting as their eyes and ears.

To defeat BLA with the conventional force that the Pakistan Army is, is essentially impossible. The logistics and financials alone will kill us over time.
