The problem is that it's not working, attrition wise I believe the security forces are taking more casualties than the militants, and are being forced to cede the initiative further and withdraw further for fear of losing more lives. We also need to consider that this has an effect beyond the human toll, it is very demoralizing and if the security forces morale reaches a breaking point you will start to see recruitment dry up, defections, desertions etc...To be very frank. At this point, it is probably cheaper for Pakistan to lose 50 soldiers than to spend on the training, equipment, etc. Sounds morbid but as long as life is cheap then the officers are happy to proceed this way.
