The Bangladesh Army is set to buy four 45-year-old Black Hawk 'attack' helicopters. The four helicopters are reportedly worth around $100 million (over Tk 12 billion) at a cost of $25 million each.
This task is being given to the company of Major General (retd) Tariq Siddique, the then security advisor to ousted Prime Minister Sheikh Hasina, in a completely opaque process. The matter has created a backlash.
According to reliable defense sources, the arrangements for purchasing these four old model helicopters are progressing rapidly. For this, Tariq Ahmed Siddique and Ehtesham Huda's company IRIS Tech has been listed. Their main supplier is the US company XP Services. In addition, a company called RSG has been added as a supporting company, whose local agent is GEMIMEN International, and the decision to award the work to them is almost at the final stage. It is learned that IRIS Tech is directly involved in all the procurement activities including the preparation of tender documents.
Reliable sources said that the Directorate General of Defence Procurement under the Ministry of Defence had recommended the purchase of a new model of helicopter in their opinion given to the Army Headquarters. When the DGDP office was contacted for a statement in this regard, they advised talking to the ISPR. When the ISPR was called, there was no response. Although a short message (SMS) was given, no response was received till last night.
When I called IRIS Tech Company partner Ehtesham Huda, he said, "I can't say anything about this. Talk to the army."
It has been found that Ehtesham Huda, one of Tariq Siddique's business partners, is the son of Colonel Nazmul Huda, one of Brigadier Khaled Musharraf's close associates, who was killed on November 3, 1975. Ehtesham Huda's sister Nahid Izhar Khan founded an organization called 'Mayer Kanna' on the advice of ousted Prime Minister Sheikh Hasina. This organization took a stand against the anti-disappearance program of Sanjida Islam Tuli's 'Mayer Dak' organization, which protested against the disappearances, and made statements and statements that defamed the character of martyred President Ziaur Rahman.
It is known that when Sheikh Hasina's previous fascist government was in power, Tariq Siddique and Ehtesham Huda started planning to bring in 'attack' helicopters called 'Black Hawk' for the Bangladesh Army. For this, their company prepared tender documents like their own. Later, when Sheikh Hasina fell on August 5, 2024, that group kept quiet for a while and prepared a blueprint to get this job again.
For this purpose, the Directorate General of Defence Procurement invited tenders for the purchase of four helicopters. The scheduled date of sale of the tender was from 19 July to 14 October 2025. The tender was opened on 15 October. Tender number 221.567.25. The description and number of the helicopters are shown as Medium Helicopter (Multi-Engine, Refurbished), Model Black Hawk, UH60L Series, USA, four (for the first time).
Meanwhile, a four-member delegation led by the army's Master General of Ordnance (MGO) Major General Abu Bakr Siddique Khan has left for the US on a seven-day visit as part of the helicopter procurement process. The other members are Brigadier General AKM Arif, Brigadier General Asaduzzaman and Colonel Khasru Sabbir Ali.
Although the original owner of the company is Tariq Siddique, his name is not mentioned anywhere as part of the strategy. The owner of IRIS Tech's documents is shown as Ehtesham Huda. His father is Colonel Nazmul Huda (deceased), and his mother is Nilufar Huda. Colonel Huda imprisoned the then army chief Ziaur Rahman in his cantonment house on November 3, 1975, on the orders of Brigadier Khaled Musharraf. Later, Brigadier Khaled Musharraf, Colonel Haider and Colonel Nazmul Huda took refuge in an army unit in Sher-e-Bangla Nagar and were killed by soldiers. Nahid Izhar Khan, the daughter of Colonel Nazmul Huda and Ehtesham's sister, was made an MP from a reserved seat by Sheikh Hasina and appointed as the state minister for cultural affairs in the government. This Nahid filed a murder case in the name of the late Ziaur Rahman at Sher-e-Bangla Nagar police station in 2023. The then OC was Utpal Kumar Barua. Pleased with the case, fascist Hasina appointed him as the state minister.

It is alleged that during the Awami League era, Tariq Siddique gave Ehtesham several aircraft supplies, MROs and parts to the military, including businesses worth thousands of crores of taka. In the name of looting, the prices of these tenders were increased and work was provided through exclusive, name-calling tenders at will. Ehtesham Huda was previously working as the executive director of Zainul Haque Sikder's company Sikder Group. It is alleged that Ehtesham Huda was involved in various misdeeds along with Ron Haque and Rick Haque Sikder, sons of the late Zainul Haque Sikder, known as Awami League businessman. Ron Haque and Rick Haque Sikder have been absconding since August 5.
Military experts' opinions on the helicopter tender notice and purchase
Reliable defense sources also said that the product description and quantity column of the 'tender notice' clearly mentions that 4 medium helicopters Multi Engine Refurbished; Model: Black Hawk; UH 60 L Series, USA.
A military expert analyzed the tender notice and said, "The considerations here are:
A) Medium helicopters are manufactured by different companies in different countries of the world, yet the specific mention of 'Model Black Hawk, UH Six Zero L Series, USA' in the tender is not only a violation of the procurement policy but also seems to be a manifestation of the implementation of the blueprint of some vested interest group.
b) There is no provision in the government procurement policy for purchasing 'refurbished' items through tenders. If the purchase of 'refurbished items' becomes inevitable, then it is only permissible to purchase them through government to government i.e. 'G to G', where there can be no middleman. In a word, this is an initiative to purchase old helicopters through middlemen. In this case, there is no opportunity for the Black Hawk helicopter manufacturer to participate in the tender.
c) During their visit to the United States, the officials will visit the MRO (Maintenance and Repair Organization) there, not any helicopter manufacturing company. That is, it is an attempt to buy old and repaired helicopters from aircraft repair companies, like vehicle repair companies.
d) 'Black Hawk' is a military helicopter. Why and under what consideration is there an attempt to incorporate such an old and repaired combat aircraft (helicopter) into the Bangladesh Army? It deserves a deep review.
In addition, it is known that a recent government decision has imposed a ban on traveling abroad at the expense of any supplier. In such a situation, it seems that how so many officials traveled to the United States at the expense of the helicopter supplier should also be taken into consideration.
Sources said that since there is no helicopter manufacturing company in Bangladesh, the two issues of inviting bids in 'local/foreign currency' and 'genuine traders/manufacturers' in the tender are not only contradictory but also it is not possible for any manufacturer to supply 'refurbished' helicopters. The possible aim of such a bogus tender is to protect the interests of an individual or group and to add repaired helicopters to the army through fraud. How an initiative has been taken to buy these from an aircraft repair company in the name of 'attack' helicopters has created deep concern in the military community.
Capital Equipment Standardization is mandatory for procurement of specialized equipment like helicopters. In addition, in such procurement, it is mandatory to obtain a Certificate of Origin from the manufacturer, which is not possible for any MRO to provide in this case. Such a certificate carries proof of responsibility on the part of the manufacturer.
A military expert, speaking on condition of anonymity, told Amar Desh, "Choppers are definitely needed to increase the army's capabilities. But why would it be an old model from 1980? The new model could at least be a model from after 2000."
Those concerned believe that this sensitive issue conflicts with the blood of the martyrs of August 5. Meanwhile, Tariq Siddique and Ehtesham's sister Nahid Izhar Khan fled the country after August 5. There are allegations that Ehtesham Huda is involved in money laundering, disappearances, murders, and other persecution of various military officials with Tariq Siddique. She can also flee at any time. Therefore, in addition to declaring the contracting company ineligible, Ehtesham should be arrested as an accomplice of the former government. Without even looking at the massive corruption angle of this, imagine bunch of fat army morons wanna spend 100 millions on 04 decades old helicopters that is 99% useless for our current overall deterrence need. Specially when we desperately need MRSAM, more newer SHORAD, additional type-B MLRS or a regiment of Tactical ballistic missiles. Even ATGM, small UAVs/loitering ammunition, land based EW system and Advanced comm are far more important than this for improving army's warfighting capabilities in our threat scenario.
So there are these corrupt traitors among military, and then there are folks like Air chief who are genuinely trying to modernise BD armed forces and take the next big step. I sincerely hope there will be no fund released for this blackhawk scum.
