A M Sohail Amman did mention this once. But I seen no evidence of that on block 3

They would have been first upgraded to Block-2 and intially returned to their unit.
When say the 26 unit converted to Block-3, it's Block-2 would either be transfered to another unit or even raise a new squadron.

Actually, Black Panthers were the first Squadron to receive the Block III.
