No, West don't allow to have a JV or IP rights for their engines to China, The only option for China to develop the engine from Russia and China doing this right now, Equipping D-30 (Russian Engine) to Y-20 and H-6K, copying DPK-30 as WS-18 and developing new engine based on D-30 technology (WS-20)they will just buy IP or some other JV for engine from west if required, it is not hurdle for them even for west is better to participate then obstructing them like in semiconducter industry which backfired badly.

I still won't risk my life traveling in 919.....China itself accounts for 20% of the global aviation market, this share is enough to keep C 919's hands full for at least one to two decades, India is never its priority.

C919 looks like a longer, fatter version of the A-319.737/ and A-320 are lot better then 919, 919 is brand new, but 737/A-320 is trusted and reputable products since decades
