On July 24, China’s Ministry of Commerce added 14 EU entities to its export control list, including Lafert SpA, Garnet Srl, and Politechnika Wroclawska in Poland, in retaliation for the 21st round of EU sanctions against Russia announced on July 23.
In response to the addition of universities to the Entity List, the Chinese Foreign Ministry stated at a regular press conference on July 27 that China's measures are aimed at the EU's erroneous practice of listing and sanctioning Chinese companies, and are not targeted at any specific country. "For specific questions regarding export controls, we suggest contacting the relevant Chinese authorities."

On July 24, China's Ministry of Commerce issued an announcement adding 14 EU entities, including Lafert SpA, to its export control list and imposing the following measures: Exporters are prohibited from exporting dual-use items to these 14 entities; foreign organizations and individuals are prohibited from transferring or providing dual-use items originating in China to these 14 entities; and ongoing related activities must cease immediately. In special circumstances where export is necessary, exporters must apply to the Ministry of Commerce. This announcement took effect on the date of its publication.
A spokesperson for China's Ministry of Commerce stated that on the evening of July 23, the EU officially announced its 21st round of sanctions against Russia, listing 14 companies from mainland China and Hong Kong under sanctions. In order to safeguard national security and interests and fulfill international obligations such as non-proliferation, in response to the EU's actions, and in accordance with the relevant provisions of China's Export Control Law and the Regulations on Export Control of Dual-Use Items, China has decided to add 14 EU entities, including the Lafayette Group, to its export control list.
