India had a great relationship with Pakistan during 1999 as well. But that didn't stop militants(your army) from entering Kashmir and start a skirmish. At that time you said it wasn't official, then details came later about the 'officiality' of it. The Mumbai attacks was well planned and coordinated, multiple intel agencies were involved in the investigation including those from Denmark, US, Canada, UK. Heck some of them were listening in on your people. The thing is Musharaff by the time had become a lame duck. He was probably not even aware of what his ISI or even the army was doing behind his back or maybe he did, we never know. Either way it's just like what he did to Mian Sharif in 99, he had no clue the whole thing will snowball. Like I said, big operational planning zero thought on consequences.
The Kargil operation by Musharraf was a mistake but its goals were far larger than attacking some hotel in Mumbai. No comparison between the two. If Pakistani state needs to bleed India then there are other ways than to attack some hotel. India, like Pakistan, is a poor nation with many internal faultlines to exploit by foreign powers. I absolutely don't believe Musharraf wouldn't know what ISI was up to: The Army Chief is the Army Chief in Pakistan--no lame ducks.
Anyway, you are free to believe what you want to believe.
