Egypt's RISC3 C5I system​

Egypt's Arab Organisation for Industrialisation (AOI) is exhibiting the latest generation of its domestically developed Radar Integration and Surveillance Combined Command Centre (RISC) command, control, communications, computers, cyber, and intelligence (C5I) suite, known as RISC3, at the World Defense Show in Riyadh.

The Egyptian military operates a disparate fleet of aircraft from a variety of countries, including French Dassault Rafales, American Lockheed Martin F-16C/Ds, Northrop Grumman E-2C Hawkeye airborne early warning and control (AEW&C) aircraft, as well as Russian-made MiG-29M/M2 aircraft. As a result, distributing data that comes from a wide variety of standards and security is a complex task.

The RISC2 C4 system was first revealed in 2018, and was developed by Egyptian engineers from AOI to help overcome the challenges created in force management and control, and has now been upgraded to integrate civil air traffic management, naval platforms and systems, as well as deconflicting artillery fires from flight paths.

Up to 48 workstations can be accommodated by the system, and can take inputs from up to 24 primary and secondary radars, as well as Mode-S and ADS-B transmitters. Up to 2,000 system tracks can be monitored, with up to 1,000 processing plots created by the system.

The system is further protected by the ZETA-2H firewall, which can allow for a Type Q set-up that creates a quarantine barrier for inbound data, or a standard Type D network.

In IDEX Exhibition in Egypt 2018 The Italian company Fincantieri presented 3 different offers to the Egyptian Navy with the possibility of transferring technology..

During its participation in the first Egyptian Military and Defense Industries Exhibition #EDEX201, the Italian company Fincantieri displayed 3 models of its warships, all related to potential programs for the Egyptian Navy.

However, the best testimony to the company was represented by the Italian frigate “Carabinieri” of the “FREMM Bergamini” class (the Italian version of the joint Franco-Italian FREMM frigate project), which was docked at the Alexandria Naval Base, before the launch of the activities. EDEX exhibition, which allowed senior officers of the Egyptian Navy to see its characteristics in person.

First offer :

The Egyptian Navy currently owns a French FREMM frigate from Naval Group, but Fincantieri believes that the difference in equipment in the Italian version will attract the attention of the Egyptian Navy, which is considering owning at least two ships in its future plans.

Second offer:

Besides Framework, Fincantieri also offers solutions for two other issues. The second offer is a multi-mission stealth corvette with a displacement of 2,800-3,000 tons, similar to the one that Qatar bought and called Doha, at a price of 300 million euros, and equipped with a Chronos radar, 16 Aster 30 cells, 8 automat missiles, and anti-submarine equipment.
it is heavier than the corvette "Gowind-2500" with a displacement of 2,600 tons, which is being built at the Alexandria Naval Shipyard in cooperation with the French side.
The Italian corvette can carry out various combat missions. It is 107 meters long, 14.4 meters wide, and has a draft of 8.6 metres. It has 4 diesel engines that allow it to reach a maximum speed of 52 km/h, and an economic speed of 27.7 km/h, allowing it to reach its maximum range of 6,475 km. Its survival is up to 21 days, with a crew of 95-110 individuals.

The corvette's main sensors are a multi-mission three-dimensional radar, a multi-depth towed sonar, and thermal and electro-optical monitoring systems, in addition to an electronic warfare package including electronic Jamming devices systems, and radar and signal intelligence.

The corvette is armed with a 76 mm multi-purpose cannon, two vertical missile launch systems containing 16 cells for air defense missiles, a launcher containing 21 short-range RIM-116 missiles for defense against approaching threats, two quad launchers for anti-ship missiles, two 30 mm cannons, and 4 launchers for deception measures. for guided approach missiles, and two other projectiles for decoy measures for torpedoes. The flight deck and hangar allow carrying an NH90-sized helicopter.

Third offer:

The Egyptian Navy is also looking for a smaller marine vessel about 60 meters long. Fincantieri has the solution in its third offering, the Fast Attack Craft launcher with a stealth design and capable of carrying out a variety of military and paramilitary missions.
The length of the launch is 60 meters, its width is 5.8 meters, its displacement ranges between 600 - 650 tons (it can be less than 600 tons), and it has 4 diesel engines, giving it the ability to reach a maximum speed of 55.5 km/h, and an economic speed of 27.7 km/h. It allows it to reach its maximum range of 2,775 km, and its survivability reaches 14 days, with a crew of up to 25-30 individuals.

Main sensors include a 3D multi-branch radar, thermal-electro-optical monitoring systems, as well as an electronic warfare package for intelligence and electronic disruption. As for the armament package, it includes a 76 mm cannon, 8 vertical launch cells for short- and medium-range MICA air defense missiles, two dual launchers for anti-ship missiles, two 12.7 mm heavy machine guns, and two launchers for deception measures for approaching guided missiles.

Readiness for technology transfer:

Fincantieri is ready to transfer technology to the Alexandria Shipyard, should it be successful in winning any of the three contracts.

Yes they have approved a new policy to export weapons.. but with many conditions..and that since their participation in the Australian Submarines bid..

The Meteor is coming sooner rather than later..

It is called Synthetic Aperture Radar (SAR) and is an active sensing radar attached to the structure of the satellite.

Features of radar satellites

Electro-optical and electronic sensors in satellites have specific functions for which they were created. Therefore, they cannot penetrate dense clouds and the ground, nor can they penetrate forests, sea waters, or oceans, and they cannot work in harsh weather conditions.

Quite the opposite is the case with radar satellites, which addressed all the previous defects as follows:

1- It can penetrate all types of clouds,
2- Working day and night and in harsh climatic conditions
3- Penetrating dense forests accurately and drawing detailed maps of enemy locations and targets there
4- Penetrating the walls of buildings and providing a detailed map of the numbers of individuals, types of equipment, and their locations
5- Penetrating the ground to discover natural resources such as gas and oil
6- Detecting the hideouts of combat aircraft, their types and numbers,
7- Detecting the locations of ballistic missile silos, their types and numbers,
8- Drawing high-quality and accurate ground maps of the minefields that the enemy has spread on the ground.

The uses of radar satellites are very important... Efforts to extract natural resources will be focused in specific areas so that there is no waste of resources.

For example.. In 2019, a group of Egyptian researchers at an Egyptian university, funded by the Egyptian Space Agency, used one of the European SAR radar satellites to conduct a reconnaissance and detection of the southern part of the eastern Egyptian desert, specifically Wadi Bitan, Wadi Al-Rahaba, and Wadi Umm Tindab.

The European Sentinel-1B SAR radar satellite was chosen..The Sentinel-1B radar satellite uses 3 wavelengths for detection and reconnaissance: C, L, and X.

The Egyptian researchers asked to focus on using the L-band wavelength because of its ability to penetrate mountain rocks and penetrate hard sandy soil, because the research and study area is the southern part of the Egyptian eastern desert.

Research and reconnaissance were conducted and amazing results were reached about the locations of gold in this part of the Egyptian desert. The Sentinel-1B satellite provided detailed maps and images of places where gold metal is collected in an easy and simple way, which prompted gold exploration companies to request concessions to extract gold in those aforementioned areas..

China also is very advanced in SAR satellites.. It can be a huge contributor to the Egyptian quest to master those advanced technologies.. it will take a whole thread just to point out all their SAR satellites!

- Monitoring water sources, whether running or underground, following up on national projects, and drawing maps and paths is done through C-band radar satellites, not electro-optical satellites.

- Searching for minerals and wealth in the ground requires a SAR radar satellite that uses the L-BAND wavelength due to its ability to penetrate deep into the mountains and the rocky soil like in the eastern and western desert..

It is possible that one satellite carries all the sensors that you need, meaning that the satellite contains electro-optical cameras and a radar antenna, as it is called for short.

Egypt manufactures a heavy drone with a capacity of 3 tons of weapons

Yabhon Smart Eye is a medium altitude long endurance (MALE) unmanned aerial vehicle (UAV) designed and manufactured by ADCOM Systems, a company based in the UAE.

The UAV is designed to conduct strategic and tactical operations, and is suitable for a variety of missions, including near real-time (NRT) combat assessment, battle damage assessment (BDA), border surveillance, reconnaissance, intelligence preparation of the battlefield, humanitarian aid, communications relay, and other special operations. It can also be used for protecting critical national infrastructure.

An advanced ADCOM-3D flight control unit (FCU) is incorporated to facilitate autonomous operation by providing independent inertial measurement unit (IMU) and global positioning system (GPS) navigation services for the UAV. The FCU is capable of controlling up to 16 different payload systems. The UAV is capable of generating mission plan prior to flight. It also supports online mission profile update and recording.

The Yabhon Smart Eye MALE UAV can carry two gyro-stabilised payload platforms, synthetic aperture radar, and sonar terrain avoidance system. It can also carry up to four pods of 100kg capacity each under the wings.

The payload system includes two gimballed camera platforms, infrared (IR) sensor, thermal imager, and electro-optical (EO) sensors to capture high resolution imagery and video in real time during day and night operations. A Laser Designator and Range Finder (LDRF) is also installed to measure distances and designate targets.

The UAV can be optionally equipped with a variety of payload sensors and signals intelligence systems to meet the varying mission requirements.

The Yabhon Smart Eye unmanned air system is driven by a primary pusher-propeller engine, which is available in output power ratings of 80hp / 100hp / 115hp. The main engine is complemented by an auxiliary engine for improving the UAV’s performance.

The drone has a stall speed of 55km/h and a maximum speed of 222km/h. It can cruise at a speed ranging from 65km/h to 130km/h, and has an unrefueled endurance of 120 hours. It can operate at a maximum altitude of 7,300m.

The Alexandria Naval Shipyard Company, one of the industrial edifices affiliated with the Egyptian Armed Forces, announced on the sidelines of the “EDEX 2023” exhibition the launch of a new partnership program with the German company Lürssen (NVL) to build a fleet of high-tech PV43 coastal traffic boats.

The PV-43-HRM Naval Vessel Project, has been showcased with two different configurations, the first is for a patrol boat configuration, equipped with 2× 12.7mm guns and a light naval gun which is mainly a remotely-controlled 30mm gun, electro-optical surveillance system, 1× RHIB for 6 crew, launch and recovery system, also it has NBC level protection, while the second configuration for the Egyptian Navy will be as a missile boat, which has the same specifications of the patrol boat but with some more additions and special features as a surveillance radar, ECM system, a digital combat management system C4I, 4× Remotely-controlled Stations (RWS) to offer protection from close aerial threats and two launchers for Anti-ship missiles, probably Exocet missiles in case the showcased model has been adapted by the Egyptian Navy and the NVL Group. (Equipment & Weaponry Types which will be installed on the PV-43 OPV have not been identified yet as it depends on what the Egyptian Navy would chose).

The total length of the Vessel is about 43 meters, with a total displacement of 245 tons, and a maximum speed of up to 27 knots with a range of up to 1,100 nautical miles at cruise speed.

The Germany-based group has opened recently a regional branch in Egypt under the name of NVL Egypt to assist Egypt boosting it’s shipbuilding capabilities and marine industrial base. Lurssen Group already has many promising projects of naval vessels of different types, including, offshore patrol vessels, corvettes, frigates and supply vessels.

As Lurssen is transferring to Cairo, it will be able to provide Egypt with the Know-How manufacturing technology, training, and required qualification for the Egyptian technicians and engineers, improve the industrial facilities as Alexandria shipyard, Egyptian Navy shipyard and may particpated in Adabiyah shipyard project along with other companies as the Korean Samsung Heavy Industries Group that competing to have the bid of this huge promising project.

However, the cooperation between Egypt and Lürssen (NVL) Group seems to be focusing on small-sized/light naval vessels as patrol combatants, corvettes and offshore patrol vessels (OPV) which Egypt is moving to localize its industry in the coming period not only to Fulfill it’s needs and requirements but also to market it at a regional level for Africa and Middle East countries.

Aspects of the Memorandum of Understanding: According to the aforementioned sources, the Memorandum of Understanding signed between ASY and Fincantieri covers several aspects, including:

1. Technology Transfer (TOT): The MoU includes a TOT agreement, which will enable Egypt to manufacture warships locally using advanced technology and equipment from Fincantieri.

2. Localization of production: The memorandum of understanding aims to localize the production of warships in Egypt, which will reduce the country’s dependence on imports and enhance its maritime capabilities.

3. Joint Cooperation: The MoU enhances joint cooperation between ASY and Fincantieri in various fields, such as design, engineering and construction of warships.

4. Training and Capacity Building: The MoU also includes provisions related to training and capacity building programs for Egyptian workers in the field of shipbuilding and related technologies.

Technology and shipbuilding equipment: The memorandum of understanding signed between ASY and Fincantieri includes the transfer of advanced technology and shipbuilding equipment from Italy to Egypt. The technology and equipment to be transferred includes:

1. Ship design and engineering software: Fincantieri will provide ASY with the latest ship design and engineering software, enabling Egyptian engineers to design and develop warships locally.

2. Modern shipbuilding facilities: Fincantieri will assist ASY in establishing modern shipbuilding facilities, including dry docks, workshops and other infrastructure necessary for the production of warships.

3. Advanced manufacturing technologies: The memorandum of understanding includes the transfer of advanced manufacturing technologies, such as robotics, automation and 3D printing, to enhance the efficiency and quality of warship production in Egypt.

4. Propulsion and weapons systems: Fincantieri will also supply Egypt with propulsion and weapons systems for locally produced warships, ensuring that they are equipped with the latest military technology.

Type of warships: The memorandum of understanding between ASY and Fincantieri did not specify the type of warships whose production Egypt is looking to localize. However, according to sources close to the negotiations, Egypt was interested not only in acquiring 4 additional FREMM-GP multi-purpose frigates, but was also considering a variant of the Italian Navy's Horizon-class frigate. The source indicates that Egypt may consider purchasing two Horizon-class frigates, with options to purchase additional ships in the future.

The main requirement for the frigates is to escort and protect task forces or merchant shipping. The main missions of the Horizon frigate are to provide local area or extended cover against saturation missile attacks and to escort and protect carrier groups. The ship also has powerful anti-submarine and anti-air self defense.
The ship is configured for rapid deployment and extended range and endurance and can carry sufficient fuel, water and stores for an endurance of 45 days at sea between replenishments. The ship can attain a speed of 29kt and, at a cruising speed of 18kt, has a range of over 7,000nm.

Remember back in the day around 2016 when Sisi was already 3 years into this military shopping spree first with that mega French deal that incorporated the 2 Mistrals with the 24 Rafales and the one FREMM and things just exploded from there......? Then all we were hearing on this and other boards was "how the hell is poor Egypt able to afford all these military purchases? Oh it must be Saudi Arabia and the UAE funding all these buys for some other favors" or some mumbo-jumbo-jive like that hahaha. Then it was "Sisi is a sell-out traitor how dare he sell the two islands Sanafir & Tiran to Saudi Arabia what a traitor and dictator who's selling Egyptian land for money to stay in power!" loool.

Everything was "Egypt is poor and it's wasting money it doesn't have on weapons it doesn't need" and so on and so forth. The bashing was really brutal, man. I remember it like it was yesterday and man have things changed!!!!! We're not hearing much of any of that crap anymore, are we, bro? This awesome ship reminded me of that since it basically looks like a miniature Gowind Corvette much like the 4 the EN has of which 3 were built in Alexandria at a record pace. So if they busted through the Gowinds like they did, imagine how much of a child's play this vessel would be for Egyptian ship-builders? The Egyptian Navy is also looking for a smaller marine vessel about 60 meters long. Fincantieri has the solution in its third offering, the Fast Attack Craft launcher with a stealth design and capable of carrying out a variety of military and paramilitary missions.
The length of the launch is 60 meters, its width is 5.8 meters, its displacement ranges between 600 - 650 tons (it can be less than 600 tons), and it has 4 diesel engines, giving it the ability to reach a maximum speed of 55.5 km/h, and an economic speed of 27.7 km/h. It allows it to reach its maximum range of 2,775 km, and its survivability reaches 14 days, with a crew of up to 25-30 individuals.

Main sensors include a 3D multi-branch radar, thermal-electro-optical monitoring systems, as well as an electronic warfare package for intelligence and electronic disruption. As for the armament package, it includes a 76 mm cannon, 8 vertical launch cells for short- and medium-range MICA air defense missiles, two dual launchers for anti-ship missiles, two 12.7 mm heavy machine guns, and two launchers for deception measures for approaching guided missiles.

And with Egypt currently behind South Africa & Nigeria in GDP with all its economic prospect all lined up, and the UK & Germany suggesting Egypt's debt forgiveness, should open the financial doors even more ISA.

Remember back in the day around 2016 when Sisi was already 3 years into this military shopping spree first with that mega French deal that incorporated the 2 Mistrals with the 24 Rafales and the one FREMM and things just exploded from there......? Then all we were hearing on this and other boards was "how the hell is poor Egypt able to afford all these military purchases? Oh it must be Saudi Arabia and the UAE funding all these buys for some other favors" or some mumbo-jumbo-jive like that hahaha. Then it was "Sisi is a sell-out traitor how dare he sell the two islands Sanafir & Tiran to Saudi Arabia what a traitor and dictator who's selling Egyptian land for money to stay in power!" loool.

This awesome ship reminded me of that since it basically looks like a miniature Gowind Corvette much like the 4 the EN has of which 3 were built in Alexandria at a record pace. So what's actually happening, bro? Is Dassault going to set up a ToT assembly line in Egypt? Or is it a maintenance & overhaul depot for the Rafales similar to what the EAF has for the Mirage 2000?

I'm also curious if you have any latest info on where they stand with the T-50? Have they signed the final contract to assemble the aircraft in Egypt yet, or are they still negotiating? I figured if they selected it, that means they already agreed on pretty much all the nitty gritty so that there isn't much left to negotiate.

It would also be nice to see where the UAE stands with its Mirage 2000-09s and the offer it made to Egypt and Morrocco for the 50 jets it wants to sell. What a terrific addition that would be to the EAF's fleet of measly 15 2Ks. It would beef that model up bigtime. Even India is interested in the Greek 2000-05s which I'm surprised there was no interest from the EAF considering our close relations and continuous exercising with them and those specific jets.
