Electric vehicle ( EV ) Industries

The realistic time frame for Pakistan to move from "Assembling" to actually "Manufacturing" EV motors (engines) is 2028 for Rickshaws/Bikes and 2030 for Cars.

Unlike the petrol engine (which never happened), the EV motor roadmap is active. Here is the specific year-by-year forecast based on the current industrial upgrades in Gujranwala and the 2025 NEV Policy.

Phase 1: The "Assembly" Era (Current – 2027)

  • What’s happening: Factories are being built, but the "engines" (motors) are still arriving in boxes from China.
    • Reality Check: This will be an Assembly Operation (CKD). The motor, battery, and electronics will be imported. Pakistan will only weld the metal body and paint it.

  • Nur-E 75 Status: The indigenous prototype (Nur-E) missed its late 2024 launch target. It is now struggling to reach commercial scale because, while the design is local, they still need a vendor to mass-produce the motor.

Phase 2: The "2-Wheeler" Breakthrough (2027 – 2028)

  • The Milestone: This is when you will see the first Made-in-Pakistan EV Motor, but it will be for Rickshaws and Motorcycles, not cars.
  • Why here first? A rickshaw motor (3–5 kW) is very similar to a heavy-duty washing machine motor. The fan manufacturers in Gujranwala/Gujrat can build this with minor upgrades.
    • Significance: This machine allows them to stamp the "Stator Cores" (the magnetic heart of the motor) locally. By 2027, this machinery will be fully online, supplying motors to companies like Sazgar and Road Prince.

Phase 3: The "Car Motor" Reality (2030+)

  • The Milestone: Genuine manufacturing of high-power (100HP+) motors for sedans/SUVs.
  • The Constraint: Car motors require liquid cooling systems and high-voltage insulation that our fan industry hasn't mastered yet.
  • The Trigger: The National EV Policy (2025–2030) has set a target of 30% EV adoption by 2030. If this volume is reached, it finally becomes profitable for BYD or Changan to source motors locally rather than importing them.

Summary Timeline

YearWhat to ExpectStatus of "The Engine"
2026BYD Launches in Karachi100% Imported. (Assembled locally, but parts are Chinese).
2027Rickshaw Motor ProductionLocalized. Gujranwala starts selling local motors to Rickshaw makers.
2028Battery Pack LocalizationLocalized. The "NeuBolt" (LUMS) style packs become standard for 3-wheelers.
2030Car Motor ProductionMixed. Small EV cars (like the Nur-E type) might use local motors; SUVs will likely still import them.

Electric vehicle sales overtake petrol in EU for first time

Sales of fully electric cars surpassed those of petrol vehicles in the European Union for the first time in December, even as policymakers proposed to loosen emissions regulations, data from the auto industry group ACEA showed on Tuesday.

Battery-electric registrations, a proxy for sales, also overtook those of petrol cars in the broader European market, which includes Britain and Norway, as car sales in the continent logged a sixth month of year-on-year growth.

Competition from Chinese brands such as BYD, Changan and Geely is intensifying the race for the European market, even as domestic carmakers like Volkswagen and BMW roll out new EV models.

LAHORE: Chief Minister Maryam Nawaz Sharif has inaugurated the Punjab Transport Company headquarters and Electric Vehicle Command and Control Centre.

During a visit, the chief minister also saw an automatic washing plant for electric buses. She was informed that the plant recycles water for reuse. The chief minister inspected the charging station where Yutong's 160-kilowatt system can fully charge an electric bus within 105 minutes.

She visited the Command and Control Centre and sought a timeline for the induction of 1,500 new buses.

She ordeted that the bus charging system be shifted to solar energy at the earliest and instructed officials to identify new routes for green electric buses. She also ordered improved arrangements in view of rising passenger numbers and additional buses at locations where commuters face long waiting times.

She ordered that carbon credits under the Green Bus Project be claimed. She also commended the dedication shown by electric bus crews in assisting persons with special meeds. She said the launch of green buses had set passenger records across Punjab. The chief minister said the government wanted to launch metro bus projects in Faisalabad and Gujranwala at the earliest.

Electric buses are providing the public a comfortable travel facility. She said the Punjab government is giving top priority to the convenience and safety of citizens, especially women and children.

Chief Minister Maryam Nawaz Sharif said smart travel systems are offering faster and easier commuting, while electric buses are helping reduce pollution and smog. "Providing clean, safe and modern public transport to the people of Punjab is our foremost priority," she said.

Punjab Transport Company CEO Kausar Khan stating that over 15.5 million passengers had travelled on electric buses across Punjab so far. More than 3.8 million women and over 1.5 million students have benefited from free travel along with 750,000 senior citizens and 300,000 special persons.

The Punjab Transport Company has launched an initiative under which special tuck shops have been established at e-bus stations to provide widows and divorced women business opportunities. So far, 10 women have been provided tuck shops at new bus stops in Lahore

Pakistan has set a target to establish 40 fast-charging electric vehicle stations along motorways within six months.

The initiative aims to support the growing adoption of electric vehicles across the country. Officials say it will improve long-distance #EV travel.

Experts view the move as a key step toward sustainable transport and reduced fuel dependence. The project is expected to encourage private investment in the EV ecosystem.

Master Changan Motors Limited (MCML), Pakistan’s leading automotive innovator, has reached a historic milestone with the start of volume production of the Deepal #S05 REEV, the country’s first ever locally assembled premium Range-Extended Electric #SUV.

This achievement highlights Changan’s commitment to delivering world-class mobility solutions while strengthening its position as Pakistan’s 4th largest automotive brand, serving over 65,000 satisfied customers with its portfolio of best-in-class vehicles

PAMA data showed massive increases in the sales of overall all two-three-and-four wheelers.

“When it comes to the increase of EV (electric vehicles) motorbikes and rickshaws, they could not pick up momentum as per expectation of their surge in 2026 as models of EV bikes are not being finalised or set. That is why people are not switching over to EV bikes, while EV bike trend are surging in Punjab because of robust support of Punjab government due to rising smog in cities in Punjab.”

Cheaper EVs

At present, the government is implementing a policy to provide electric two-wheelers for people at subsidised rates. It has allocated Rs9 billion in the budget to provide a 40% subsidy. Up to 3% tax has been imposed on the gross sale value of conventional local and imported vehicles to roll out the e-bike scheme.

"The government plans to extend the subsidy from electric two-wheelers to four-wheelers," Mansoor said, revealing that a Lahore-based company was setting up a plant to provide electric four-wheelers like conventional Alto at Rs700,000 to Rs800,000.

"We have collected Rs12 billion in taxes over six months against the target of Rs9 billion to subsidise e-bikes," he said. Now, there is room to extend the scope of e-bike scheme to four-wheelers.

He added that the government was planning to launch an e-bike scheme for every one instead of selection through balloting in the second phase. "I am focusing on digitisation of the entire auto industry process including certificate issuance to ensure transparency."

The newly launched buses are part of Punjab’s broader transition toward environmentally sustainable public transportation. Powered entirely by electricity, the vehicles are designed to reduce urban air pollution, lower fuel import costs and promote climate-friendly mobility solutions. Each bus is equipped with modern safety and surveillance systems, including seven onboard cameras to enhance passenger security.

Fourteen electric buses have been allocated for Gujar Khan in the first phase. Authorities confirmed that senior citizens, women and students will be able to travel free of charge, a measure aimed at increasing accessibility and encouraging public transport usage.

The introduction of these buses forms part of Punjab’s larger electric mobility roadmap. Officials have announced plans to deploy approximately 1,100 electric buses across the province during the current year, with an additional 1,500 buses projected for induction next year. The expansion reflects Pakistan’s growing focus on green infrastructure and urban sustainability.
