You are too smart to not know that is a false analogy. A private company from India was not given a license ro produce Mirage 2000s locally before Pakistan bought NEW platforms, that would be dominated by the IP made available to India , from the same company purely as a favour to the sitting French President who had promised overseas Pakistanis in France before his election that he would intervene in favour of the popularity elected leader who had been jailed by the de facto military government.
