No , not really.. you are probably talking about Maghrib players( Algeria,Morocco and Tunisia) their players who play in Europe are mostly born in Europe and mostly carry european citizenship you can check them out , they don't even speak arabic.

When Iran had better relations with Europe during Khatami, lots of our players played in Germany like Ali Daei, Khodadad Azizi, Karim Bagheri, etc. Then when Carlos Queiroz joined Iran, more Iranian players went to Europe. But now that our coach is Iranian and our relations with Europe are terrible, it's harder than ever for people of Iranian nationality to play in top European teams.
