PLAAF and PLAN can already do that as it is one of their two premier assets.
PAF won't carry any institutional bias in her assessment , not saying that Chinese institutions are not capable of unbiased assessment however it's better to have an outsider assessment.
 
or PAF could be shared initial batch of 4-6 J35A to help identify improvements and then a final version for PAF could be created few years later. That was the case with F7p that becomes F7MP with bought in numbers, Z10 is another example.
China tests the J-35's capabilities by going up against the mature J-20, and it also tests its system combat capabilities and electronic warfare abilities together with the KJ-500 and KJ-2000. By confronting the F-22 in the East China Sea and the F-35 in the Sea of Japan, it tests the J-35's ability to go up against fifth-generation fighters under near-combat conditions. After all that, it still needs Pakistan's help to improve it, really?

PAF does not operate any 5th gen platform yet. They would need to learn and develop concept of operations, techniques, tactics and procedures to fully exploit the primary and classified capabilities of 5th gen platform. (5th gen warfare is substantially different due to the nature of sensor fusion and networking it brings. No 4th gen fighters has those) That would take at minimum 5/6 years and would require at least a squadron of 12/16 jets. (4/6 won't be sufficient) After that you might be in a situation where you can assess what capability upgrade it needs to make it more effective. PLAAF already has nearly a decade of experience operating 5th gen platform with J-20. Running hundreds of simulation and real world wargaming exercises with so many different assets and types of networking.

As of now PLAAF is best suited for such job.

Fifth generation aircraft is just an aircraft not some problematic theorem ..we are too awestruck by it .
