People are foolish if they believe others will waste time in such a case, destroying other DAMS in response.

The real question is, if war breaks out, will the Pakistani Navy even dare to move out from the safety of the Pakistani coastline? Forget about everything else. I don't think they have the capability to operate much beyond the Arabian Sea, especially in a high-intensity conflict. India, on the other hand, would mostly be operating from the eastern side as well, particularly to protect and support its maritime trade and energy routes, including oil imports from Russia. So the real question is not just what ships or weapons Pakistan has on paper but whether its navy can actually operate far from its own coastline and sustain those operations during a war.
