Basically, these agreements are helping India build its own aero-engine industry through design, development, manufacturing, testing and production, rather than simply assembling foreign engines.
There is no spoon-feeding—India is gaining critical technology and experience from partners like Rolls-Royce.. The same approach is being followed for the helicopter engine with Safran, with HAL participating in its design, development and production of core components, and in this case - IPR will remain within the country, and HAL would be able to export it.
Ultimately, the goal is to build enough indigenous capability that India can eventually design and manufacture advanced aero-engines on its own,
