In other words, someone outside of India is "not allowing" Russian phantom oil ships to dock at Adani facilities and Adani is obliging.

I.e. Adani has now explicitly ordered the denial of entry of vessels subjected to US/UK/EU sanctions at its ports. This - if the Dawn report is true - contradicts your claim.

However, the Indian government is accountable to its citizens, and a fuel price hike would likely be met with resistance. Furthermore, if taxes were to be reduced significantly, the government's coffers would be emptier, meaning less money for subsidies.
Above all, loss of face of GOI will not be acceptable.

Therefore, it will have to be a compromise, not a capitulation.
