Let's try again. Take your time.Your quote implied that what Adani was saying was something out of the ordinary, otherwise there would have been no reason to quote it. So, I was just curious if the practice in Pakistan was different from what Adani said they planned to do.

I posted the article from Dawn, which contradicted your claim. Adani has evidently caved in to pressure to restrict access to their facilities on the basis of imposed criteria from foreign nations.
In other words, someone outside of India is "not allowing" Russian phantom oil ships to dock at Adani facilities and Adani is obliging.
