The first Tejas squadron was raised with 3. It slowly builds up to full strength.

They will anyway take some time to get to operational capability, with new pilots and technicin having to be trained on the type. But there will be some experienced pilots and technicians who will transfer from the existing squadrons.
Standard process with all air forces standing up new squadrons on a new type.
Tejas MK1A should have a modern cockpit, similar to those in Tejas MK2, Rafale, Gripen, or F-35. I hear JF-17 Block 3 is coming with a modern cockpit that includes a single wide multifunctional display and a side-mounted control stick. J-10C doesn't have that kind of modern cockpit, but the JF-17 Block 3 does.

It is not standard process at all, do not start making facts up, most Sqds form with a minimum of 8-10 planes.
This is just so IAF can boast it has a Sqd on paper, in reality it had half a flight
The Indian Air Force (IAF) on Tuesday resurrected the Air Force Station (AFS) Ambala-based 17 Squadron ‘Golden Arrows’, which will operate the first squadron of Rafale fighter jets in the near future.
The first batch of Rafale jets are scheduled to be formally handed over to Defence Minister Rajnath Singh on October 8 in France, officials said, speaking on condition of anonymity. The jets are set to arrive in India in May 2020.

In the IAF, a squadron formation can happen with all the related administrative tasks even before a single fighter has been handed over. That doesn't mean it's operationally active, which any fool would understand but some trolls would try to use as brownie ponits.
Pilots are taken from other squadrons, start their ground studies, simulator training and then only after having completed their syllabus, they get to fly a type. All of this takes months. For ANY bloody air force.
I'm sure the PAF has similar things happening, but it's too much to ask a duffer like you to understand such things. Otherwise, how did the J-10CP squadron first stand up? Pilots just magically appeared to fly the first 6 J-10CPs?
In fact, it was already (despite the secrecy) known that No.15 Cobras pilots were in training in China. PAF No.15 sqdn had begun handing over their Mirages to other squadrons many months ago itself, which was the biggest pointer to that. So what do you think was happening in the squadron the many months before the handing over of their Mirages to the arrival of the J-10CPs? The squadron had already converted to the J-10CP and pilots were training to fly it. But some trolls would have us believe that the PAF is some jinn in a box magic capable.
IAF resurrects No.17 squadron Golden Arrows for Rafale
They were resurrected in India, their pilots were already in training. Then the first Rafales were handed over to the IAF in France. Some of No.17's pilots were already in France to train on the Rafale and then ferry their Rafale fighters to India. And 5 were then ferried to India in July 2020.
