Understood. But environmental facility is not that costly to built. If it's only for temperature then just simply build a rapid cooler/heater. This will help you later as well.

And mind you these are the products matching with worlds top notch in their respective categories.

1) Arjun Tank - now APS developed for Arjun been integrated with T-90.

2) Wanted performance out of TAPAS male uav with PISTON ENGINE what HALE MQ-9 Reaper provides with TURBOPROP ENGINE.

3) The treatement given to ATGAS which was developed according to GSQR of Army, performance unmatched anywhere in the world.

4) TATA Kestral WaPs.

5) Zorawar Tank GSQR changed after full development.

The list is endless.

That's why to Russia, atleast it wont leak to undesired enemies.

China also used to send their engines to test to Russia.

Also it is not right now Cutting Edge it is bit behind i.e. comparable to 2000's tech in comparison to 2020 - 2026 tech.

Anyhow, it provides insight what the trajectory will be in future.
