The midterms do actually have an impact on the war. If Democrats seize the House and the Senate, they could pass a bill in the House of Representatives to end funding the war, and if they could gain a limited number of Senate Republicans to join them, they could gain the 60 votes needed to override the presidential veto.
This war is unpopular, and many Senate Republicans have their terms ending beyond 2028. That means they could use the opposition of the American people to grow a backbone and withstand Trump's bullying.
Trump himself knows it, and hence the reason he desperately needs the Strait of Hormuz to be fully open before the midterms election.
