You give them whatever they want, and focus on internal security, diffusion of power into technocratic councils, focus on getting economic security.
There are sneaky ways of giving them what they want without giving it up. Ballistic missile development? Start setting up manufacturing facilities in North Korea.
Set up production facilities on converted oil tankers.
Do what you have to do to survive. Even if it means detente with Israel.
This stupid moral war against ZOG empire did not get you anywhere. Iran was never strong enough.
Iran did have a window to go nuclear, at the peak of its power from 2012 to 2018. That is now gone.
Take this with a grain of salt, but here are my ideas:
Focus on the following technologies:
-Laser technology for air defence
-Take the knowledge you have created from the Shafagh program, Saegheh, Owj, and build an actual semi stealth fighter. It doesn't need to be 6th gen, but something that you can field in the next few years as the groundwork for future aircraft
-Stealth drones, Sofre Mahi UCAV, Qaher. Cut all the other wasteful little projects and just focus on one or two platforms
-Develop air launched ballistic missiles
-Build submarines with an emphasis on ballistic missile subs, drone carrying subs
-Electronic warfare; reverse engineer the Russian Avtobaza system, extend cyber warfare capabilities
Civilian:
-Build another civilian nuclear power plant to supply power to the north, who cares if it will be under IAEA inspection
-Address the water crisis, figure out smart irrigation systems that are more efficient. Heck, Morocco has this plastic aparatus that farmers place at the base of their crops and it collects dew water and funnels it into the roots. It's a proven system
-Go to China to learn about technologies combating desertification
-Develop the auto industry and push the growth of industrial vehicles i.e construction equipment, tractors, heavy trucks. Start selling in the open market
-Develop the South Pars gas fields and modernize refineries
-Develop microprocessor infrastructure
