The system fucked up in 2015. It wasn't just the reformists and Zarif. The parliament passed the JCPOA with unanimous vote in only 20 minutes. The President in Iran never makes decisions alone. The role of President in Iran does not enjoy the same amount of power it has in many other countries. He has just one vote out of 5 in the National Security Council.
