Yes, but weather modification is believed to be a scientific conspiracy theory.
I remember somebody explained why weather modification is unlikely to be true because the energy required for it is just astronomically high. It was about why HAARP is not a weather modification tool, and HAARP is much more powerful than some radar in the Emirates.
I could be absolutely wrong though.

If Iran keeps the Strait, UAE will return to its natural beauty. A desert natural reserve. Foreign indentured servants go home and build their countries and emarati citizens get to experience the fulfilment of work and creativity instead of the hedonistic, unnatural and destructive behaviors they have displayed.
There is nothing to negotiate. If Iran gives up the Strait five weather modification stations will be constructed to replace that one. They will not stop until Iran is utterly neutralized as a civilization.

Given that there is a China to Iran rail link, and China has large transports that can deliver to Iran directly, I can't see there being any "special cargo", other than chemicals that Iran could use in missile manufacturing..

There has been an strong increase in precipitation this year across the region, following a long period of drought. It affected a bunch of countries, not just Iraq and Iran. The increase in precipitation started months before this war.

This is the sort of attack that Iran needs to have done on Israel to establish deterrence, but failed to do so. Israel did knock out some of Iran's infrastructure in a similar manner to this.
While IRGC may have some bravado, they do need to take some time out and reflect on why they have not been able to place similar blows to Israel.
