The issue at hand is that for the Americans, any result is seen as a strategic victory. Whether there is a change in regime or not, Iran is likely to suffer because both Israel and the US will prevent them from regaining stability, let alone the strength and power to shape the region according to their own interests.
Alternatively, if they choose to attack Iran without instigating a regime change, they will ensure that every aspect of Iran's defense and missile production capabilities is completely destroyed. What will be left is a diminished and weakened Iran, easily susceptible to further bombings as they see fit.
What is IRI's plan here? To endure the attack and only respond in a limited way? Or are they going in full throttle? Or do you think that IRI is biding its time to gauge the scale of the US attack and respond accordingly?

Trump wants a quick, decisive hit that will totally change the situation, like in Venezuela. So far his team is split on whether that is possible in Iran. That uncertainty plus the missile interceptor math is keeping the US on a leash.
