Pakistan abstained because her vote didn't matter at all.
The US already had 11 votes, and it was up to China or Russia to veto it or the resolution would've been passed.
The UN Security Council consists of 15 members: 5 permanent members with the veto right and 10 temporary/rotating members. For a resolution to be passed, 9 out of 15 members should vote yes with no vetoes from the permanent members.
So are you saying if Pakistan would have had the deciding vote, they would have voted in favor of the resolution? I don’t think so, but we can only speculate.
I can understand why you feel that way as an Iranian. If I was Iranian, I would probably feel that way about Pakistan’s role as well. You guys feel you have an upper hand in the conflict. I am not sure about that. As a neutral observer, yes I can see that Iran has caused significant pain to Israel and the US. However, I am not convinced Iran can deliver a knockout blow to Israel and the US.
Pakistan is not forcing Iran to accept the win-win/lose-lose terms it is offering. It requires every side to make concessions and give up something.
If Iran does not accept the terms, or does not visit Islamabad, Pakistan does not feel slighted or take Iran’s response as offensive.
Pakistan understands why Iran might respond that way. Iran sees this as a historic opportunity to exact a lot of pain on Israel, the US and GCC allies. There are currently no pipelines that bypass the Strait of Hormuz. There is also a significant depletion of missile defense systems of Israel and the US. So I can see why Iran wants to keep this war going.
But there is a significant amount of offensive power the US and Israel still possess. Pakistan, by offering an “option”, just wants to ensure that Iran doesn’t reach anywhere near a strategic defeat at any point; and if Iran needs an off-ramp to “preserve itself”, it has that option. But Pakistan respects any decisions Iran makes.
Pakistan is concerned because although Iran has shown a lot of resilience and caused the US/Israel a lot of pain, it has not controlled the escalation ladder in this war; and has not caused “as much” damage in Israel as the US and Israel have done inside Iran.
