No it cannot. An amphibious assault and landing in UAE would be disastrous with both UAE and USAF flying overhead and with no ability to shoot them down. Iranian troops would be sitting ducks and would be slaughtered from the air.

While Iran has a strong ground force, it has no means to deploy that ground game across the channel or logistically continue to supply them.
