A nuclear thermal engine uses a fission reactor to generate heat, while hydrogen is only the propellant that is heated and expelled to produce thrust. Fusion and nuclear thermal propulsion are completely different concepts.

I think the leverage comes from restricting or expanding the oil supply, not from a complete blockade that can cause the world's economy to crash and convince a reluctant Trump that the Israeli advice of just totally crushing Iranian infrastructure and energy is the way to go.

Other tactics like occasionally hitting tankers or oil storage facilities are meant to keep the oil price high, and thus the pressure on Trump, not to send it to a $150 per barrel apocalypse.
