I don't think that's an accurate conclusion. The U.S. didn't abandon nuclear thermal propulsion because it was scientifically unworkable or because of radioactive fallout. The NERVA program was largely canceled due to budget cuts and changing priorities after the Apollo era. In fact, nuclear thermal propulsion is once again being actively researched for future space missions because of its significant performance advantages over chemical propulsion.Still a nuclear weapon with equally adverse ramifications, just less effective as a weapon.
These missiles don't exist because they don't make any sense. The nuclear fallout renders them unusable and they provide no advantage over conventional rocket engines for warfare. Same reasons why the US abandoned their nuclear powered aircraft. The US was developing these engines for interplanetary use to save weight and space on fuel but abandoned them in the early 70s.
