That is where nuclear weaponry comes into play.

I believe Iran will be free to escalate—much like Yemen does—once it possesses a retaliatory capability equal to that of its enemy (Israel). It could then progressively escalate the conflict until the United States strictly forbids Israel from using nuclear weapons.

Its just part of pressure campaign to force Iran back to the negotiating table. They had previously said the bombing campaign after the MoU was supposed to do that but it failed and they have been searching for other ways since to make Iran talk. The US has also been reaching out to everyone under the sun to convince the Iranians to come back to the negotiating table.

The US is also concerned about the power China has at the moment to influence energy prices by increasing purchases of oil, and this is a warning to China as well.

All this will go away the minute Iran decides to start talking to Trump again. But then the problem becomes the value of any deal with a charlatan like Trump.
