- "Vote does not need unanimous approval... cannot be vetoed" → Incorrect.
- Snapback is only automatic if no opposing resolution is passed by the Security Council within 30 days.
- In practice, any permanent member (U.S., Russia, China, etc.) can block sanctions reinstatement by proposing an opposing resolution (which would need to be rejected for snapback to proceed).
You cannot pass a new resolution to block the sanctions in the UN Security Council without having it vetoed by at least the US. So, sanctions effectively will be reinstated automatically after 30 days. Exactly what was said by @Persian Gulf and I.
So, the only way the snapback mechanism is not reinstated is by the unanimous vote of the UN Security Council members. Otherwise, it will automatically be reinstated after 30 days.
