Sending a foot commando group into nuclear facilities underground? With teleporting abilities or some magic?

Did they not learn from past mistakes? Unless the commando have the ability to teleport themselves underground unseen, i don't see how that plan would be successful, we're not in abandoned Syria or Iraq
