I blame the whole system, not just one person or group. We are witnessing, year after year, incompetence at the highest level. 3 governments have changed since the Ahmadinejad administration (who was blamed for all the problems in the country by both the reformists and the conservatives during his 2nd term) and the situation is getting worse each time. So, add two and two together.

But let me at least answer your question about how to foil sabotage plots. A port this large is obviously prone to sabotage by a state actor, but this is where deterrence comes into play. This is what happens when your enemy realizes that they can do whatever they want with no retaliation, because the system ruling over the country is corrupt to the core, has no faith in their declared values, and wants to remain in power at any cost.

The cause of it is putting wrong people on wrong positions: Corruption, nepotism, famil-bazi/tribalism. That can only happen if corrupt pro-nepotism figures rule the country (Shamkhani, Rouhani, Ghalibaf and 40 other thieves). The hero is not born yet, to clean up the country from roots.

We know Khamenei is Not Sasan, Not Shapur the great, Not Cyrus the great, Not Darius the Great, Not Nader, Shah Abbas, nor Amir Kabir or even Reza Shah.
He has no "tokhm" and no vision to wipe out corruption and nepotism. He's acting more like an abbasid caliph, being puppet of greater or surrounding forces and watching Iran being harmed and eaten by locusts and leeches. He's not a player, he's played. This is the fact untill now and I don't see how it will suddenly change at his age.
 
Why would NYT know the cause of the accident?
This is tantamount to the U.S. confessing to being behind the explosion.
Such reports were made every time during the repeated terrorist attacks in Russia.
Claiming it was either a false flag operation by the Russian government or an accident.
But everything was a terrorist act orchestrated by the U.S./Kyiv.

Now, while I am reading this, and adding a description in some msm and self-reflection of actual president as moderate reformist...

I have to admit that my impressions of this are that in Iran, maybe, silent takeover is happening behind the scenes...

Actual president can't do too much on his own without being supported by some of the centers of power... Or elements of the Iranian deep state, not in negative connotation but deep state as state's apparatus...

Clerical elite, bazaaris, military leadership, political influencers, local authority network, scientific masterminds... just some of the power centers...

Duality of Iranian complex political system could create an internal group with different approach in the mind...

As far as I know, Khatami insisted that there is no need for drastic reshape of the system to make different ways in Iranian society and political behavior... all these things are possible just with re-interpretation of actual laws and regulations to make the difference...

But this is my pure speculation based on how I feel about this situation...

The NYT should not be considered a trust-worthy source.

There is no such thing as 100% secure ,especially when it comes to the level of sophistication that the U.S and Israel enjoy and the amount of traitors that exist in Iran!

NY Times , along with all of the major US publications are completely controlled and can not be trusted . Anyone with a half brain after the last eight years knows half of their reports are all psychological ops with their “ anonymous sources” . There’s no doubt that this regime has a corruption problem. For the first time in the history of Iran, we have an oligarchy that mirrors some of the most corrupt countries like Ukraine . The military and IRCG are not clueless to leave valueable militar assets easily accessible .

"Anonymous source" is translated to "What we personally think but we have to cover it as an anonymous source so people will trust it easier"
 
Zionism is desperate. Every day there is a new terrorist attack, which it carries out in Iran, Syria, Lebanon, Yemen, Iraq and Palestine. The Zionist media then comes up with the narrative that these attacks are not attacks, that they are either "Israel defending itself" or "local government incompetence". The same thing happened in Lebanon years ago, where a port was blown up...the strategy is the same.

The objective of the global Zionist elite is to create an all-out war in the Middle East because only then will it truly win (it will win for real and not just in the political narrative). Netanyahu needs to create a coalition of countries to invade Iran, Iraq, Syria (even with a terrorist puppet government), Lebanon, Yemen and others. They thought that since they control 100% of Trump, they would get this easily from him, but he doesn't want to because it could bring the US down for ever. But Zionism doesn't care about the US, they just use the US as a tool.

NOTE: There may be some major false flag to incriminate Iran, in a desperate attempt to create a total war. A Statue of Liberty may fall, a ship may explode, a building may be attacked in the US and the media may say it was Iran.

The problem is that no one will be held responsible and so these types of incidents will keep occurring.
