There are commercial companies that do that. Even Google has a 3D map of every country in the world.

And more importantly, mere jets are useless anyway. As I said at the very beginning of this conflict, Iran is better off protecting its missile building capability by moving it eastward and hiding it in mountains. It is the only effective card in the short term.
