As I said, the range of a non-nuclear EMP device is quite small for such an effect, less than 10 km at best, but usually less than 1km. So, if it explodes in high-altitude, it won't be effective as the altitude you are talking about is usually above 50km above the earth. Only nuclear EMPs can do what you are describing and for that, we need nuclear weapons.
The US has tactical EMPs that can disable all electronics in just one building or neighborhood, or even a small city block. That's what non-nuclear EMPs are good for. What you are describing requires a much larger energy achievable by nukes only.
You have to understand that the intensity of the EM pulse drops with distance, following an inverse-square law. So, if you want to increase the range twice, you have to increase your energy 4 times. If you want to increase the range by a factor of 10, you have to increase your energy by a factor of 100, so on so forth.
