You seem confused.

If SL goes from Tehran to Tabriz to make a speech (example), the system travels PRIOR to his arrival to be set up in the area as additional security.

I am not saying the system travels with his security convoy to shoot down objects en route. They use multiple decoy vehicles and GPS and anti emission jammers for that role when traveling en route. Even ISIS Baghdadi had jammer SUVs when he traveled to give a speech in Mosul to prevent IEDs from exploding and GPS scramblers to make GPS guided munitions lose their 2-3M CEP and become 10-20M+.

3rd of Khordad is a stand alone system that uses its own smaller radar to shoot down objects and only has 3-4 missiles. You cannot compare it to a multi system set up like S-300/S-400.

That was a factory, putting a roof on top of air defence have two problems.
First it probably degrade the effectiveness of radar. also it made some delay in the launch of the missile
 
The answer for a wall can be understandable

The quadcopter must gain height to pass over the wall and for targeting, radar detection and camera, it is even easier than a lower arrival close to the ground. This is one of the answers that is valid but not the only one
It easily can fly low until it leach the wall , go up pass the wall and then again fly low

S300 launcher has 4 missile its the battalion that have up to 48 missile and 3rd of khordad can operate separately it usually work in a battalion
