there need to be hundred of hours of test if not thousands of hours in different situation specially if it want to get international relevant certificates .
otherwise i doubt it get any use in civilian sector

Inflation adjusted budget of Shahid Sattari's project means they will get almost half of their previous year ...(I think it means 2178 Billion vs 1969 Billion Toman ).

Usually decreasing budget means 3 things (or a combination of them !!) :

They have got what they needed.
They will get it from outside.
Abandon it.

Im pretty sure that there were agreement between Iran and Russia that the deliver of the Su-35 to Iran wont take place until the active phase of the SMO ends.
I'm pretty sure Iran will get Russian planes(symbolic numbers) the moment Ukraine gets F-16s from NATO.
 
Thus Iran first a foremost Iran needs a powerful engine at least in AL-31 class or above.
A) (tech transfer)Getting it from Russia ? I doubt it. looking at China ...

B) Building something similar to AL-31 ? the chance is higher than option A

C) Building something similar to the tech that you already have/had in large numbers like J79 ? it could be cheaper option compared to others and you have way too much experience with it ....
By 2035 Turkey will have TFX, Arabs will have F-35, Israel will have F-35++, and Iran will have a handful air worthy F-14’s and some modernized F-5’s to defend its skies. Simply unacceptable
There is a hierarchy out there (VETO POWER) and for a reason. Good Luck to them.

There must not be more excuses for a serious development program of jet engines, avionics and a serious platform for the iranian national pride high weight jet.

It was a lack of responsability not to leverage F-14 platform and variable airframe geometric technologies for national design for jets and drones. Iran is not doing well their duties in air defence fields.

Budgets and sanctions cannot be excuses, if necessary Iran must hire pro iranians from other asiatic african, american countries, there are also unhappy russians and russia that would go to Iran,..., it s necessary to gather all the assets needed for a serious and quick air offensive program.

Qaher must had to be ready yesterday, and for not reason we don t see this drone flying and destroying ramdon test targets... this slow pace in aircraft war industries has a lot of people here desperated.

Iran mus tnot waste time, even turkiyeh is doing some success in their indigenous programs, even if they fly this birds with ukranians engines, i cannot understand why Iran is not abova Turkiyeh on this. Not logic,simply. Nato support does not count for me.

Iran must waste every penny in advanced military projects, Iran must be the Lion of the region and among 5 military powers on the world scale. It must be done, and will have not problem with money and sanctions anymore, don t wait for RUssia and simply do it. Russia is a pesky bollard for Iranian interests.

The budget gap between Army and Sepah will get closer this way.But some branches will get less, so ...

It feels good to be مرکز راهبردی سپاه or طرح شهید شیرودی or طرح شهید شهریاری

it must be a joke, it feels like somebody told irgc , army and defense ministry we want to distribute budget so name the your project and then when they named projects they told them there is this amount of money and your projects are like children in our family , they are equal we divide the money equally between them
this simply is absurd

A HANDFUL of Islamic Republic of Iran Air Force (IRIAF) F-4D Phantom IIs of the 101st Combat Command Training Squadron (CCTS) at the 10th Tactical Fighter Base (TFB) remain in service, mainly used as lead-in trainers for the frontline F-4Es.
Three (3-6690, 3-6705 and 3-6713) were overhauled at Mehrabad between 2005 and 2008. A 2010 initiative to upgrade the F-4Ds for use as interceptors with a new Chinese-made radar, ‘glass’ cockpit and new armament system saw only one F-4D (3-6714) receiving modest enhancements under Project Dowran in 2011 – including a new radio and navigation aids, a reactivated armament system and structural refurbishment to facilitate service until 2022. The IRIAF contracted Project Dowran I in 2015, a year after F-4D 3-6700 arrived in Tehran to be overhauled by the IACI (Iranian Aircraft Industries) company. The jet logged its first postmaintenance functional check flight (FCF) on February 26 this year and was redelivered to the IRIAF two days later.
Reports suggest it has had its AN/APQ- 109 fire-control radar disconnected – but retained for centre of gravity considerations, although the aircraft keeps the AN/APX-107 radar warning receiver.
It can also use unguided bombs, rockets and the SUU-23/A gun pod – and fire AIM-9Js if needed to supplement the quick reaction alert (QRA) mission. Plans suggest all remaining F-4Ds will be upgraded under this project, with 3-6711 next in line. Babak Taghvaee

So do the sidewinders have their own radar? If not, how will the phantom fire them? Why were the radars disconnected?

This in my POV is called "downgrade" not "upgrade".

Sidewinders are IR missiles, they don´t need a FCR. Just the IR sensor at the nose of the missile can "cueing" the enemy aircraft.
FCR are just for Sparrow missiles. The article (thanks again, Mr Fatman) describes that the search and tracking radar have been changed. But if you want to fire a Sparrow you can´t because your fire control radar has been simply unplugged.
It said that the aircraft received "glass cockpit", son MFD have been added. Anyway modernizing just 3 aircraft it is a bit shameful.

Seems to be a trend with Iranian programs - token examples and then things get abandoned. Be it F-5s, F-4s , F-14s or so on.

AD seems to be more consistent
