Last time communication buildings were the initial targets that usa attacked and possibly if the ceasefire is broken these nodes will be the prime targets again.
In order to have continious uav coverage and smaller ground control-comm stations balloon based nodes can act as communication relays to control the drones over Iran or above closer areas at the sea.
It operates as a pseudo satellite about 18km altitude. Uavs can use satcom like device to communicate with the balloon and to the ground. Karrar drone or similar anti air drones would need this kind of continious communication that cant be jammed or destroyed easily.
The balloons can be hit by a2a missiles by enemy fighter planes but these are actually uncomplicated relays and can be recovered partially intact and resent up. If the balloon is hit by a heat seeker missile the electronics-relay component under the balloon can be recovered by parachute for example.
It is also harder to hit the stationary targets. The guidance of long range a2a missiles are optimized for fast moving targets. Chinese spy balloon was hit at close range by a sidewinder heat seeking missile.
Balloons also have weak radar signature made of thin materials. the electronic relay component under the balloon would be radar reflective but it can be designed to be put inside less radar reflective(geometrically and materially) boxes. solar panels of the satellite would be an issue but from longer ranges and higher altitudes they wont contribute much to its rcs at least against air to air radars since they are mostly thin-flat surfaces.
