CDA to be dissolved, all powers to shift to Metropolitan Corporation: IHC​


Court directs refund of illegally collected charges

The Islamabad High Court (IHC) has ordered the federal government to dissolve the Capital Development Authority (CDA). In a written verdict, Justice Mohsin Akhtar Kayani ruled that the CDA has no legal authority to impose taxes.

The court stated that if any individual or institution has been charged by the CDA under the names of “direct access” or “right of way” charges, such amounts must be refunded. The federal government has been directed to begin and complete the process of dissolving the CDA.

Justice Kayani further ruled that, after dissolution, all powers and assets of the CDA should be transferred to the Metropolitan Corporation. The rights of Islamabad’s citizens must be safeguarded under the law.

The decision came in response to a petition filed by the Tijji Housing Society and its residents. In the judgment, the court nullified the CDA’s SRO (Statutory Regulatory Order) dated 9 June 2015 concerning right of way and access charges. All actions taken by the CDA under this SRO were declared illegal, and the court ordered that any money collected under it must be refunded.

The judgment observed that the CDA Ordinance was originally enacted for the establishment of the federal government and for carrying out developmental work. However, with new legislation and governance structures in place, the ordinance has lost its practical relevance.

The court concluded that the purpose of establishing the CDA has now been fulfilled and that the government should proceed with its dissolution. It also directed that the administration of Islamabad must remain transparent and accountable after the transfer of powers.

Additionally, the verdict stated that all administrative, regulatory, and municipal functions in Islamabad fall under the Local Government Act, which provides for governance through elected representatives. Under this law, taxes cannot be imposed without the approval of the local government. Therefore, the CDA has no legal authority to impose taxes.

It is worth noting that the CDA had imposed right-of-access taxes on petrol pumps and CNG stations, and direct access taxes on private housing societies with roads connecting to main highways, all of which were challenged in the High Court.

The city has taken its first step toward modernizing urban transport with the arrival of a Super Autonomous Rail Rapid Transit (SRT) System vehicle. It is a cutting-edge, trackless metro often referred to as a “subway on the road.”

This month, the demonstration vehicle was brought to Lahore to test the feasibility of implementing the system locally. The trial is meant to evaluate whether the technology can meet Pakistan’s urban mobility needs without requiring traditional railway infrastructure.

Unlike conventional metro trains, the SRT operates using Virtual Track Technology. It is a digitally guided system that navigates through pre-programmed routes without laying down physical tracks. The system promises lower infrastructure costs and quicker deployment timelines compared to rail-based metros.
 

Islamabad is Getting a New Waste Collection System With Fines for Littering​

Capital Development Authority (CDA) has decided to introduce new bin models, stricter enforcement, and international-standard service providers to improve cleanliness across the federal capital.

The decision was taken at a high-level meeting chaired by CDA Chairman and Chief Commissioner Islamabad, Muhammad Ali Randhawa, at CDA Headquarters on Friday.

Senior CDA members, including those from administration, engineering, planning, and environment, along with directors of solid waste management and other officers, attended the session.

According to the briefing, Islamabad has been divided into two operational packages: one covering sectors and urban zones (1, 2, and 3) and the other comprising rural areas (Zones 4 and 5).

A two-bin waste collection system will be introduced in residential areas, while a three-bin system will be implemented in commercial centers and markets after a feasibility study.

Randhawa directed officials to speed up the formal bidding process for selecting waste management companies, stressing transparency and open competition.


The bidding must be merit-based and attract financially sound national and international firms to ensure high-quality services, he said.

The chairman further instructed that best practices from Punjab and other provinces be incorporated into Islamabad’s model. He also emphasized enforcement, directing the introduction of fines for littering.

Additional measures include the establishment of a Material Recovery Facility for sorting waste, segregation of green waste at the wholesale vegetable market, and a central control room for real-time monitoring of the new system.


Randhawa underscored that the entire process must be completed swiftly to deliver tangible improvements for residents.

The citizens of Islamabad deserve a high-quality, optimal cleanliness and waste management system, and it is our responsibility to ensure this is implemented without delay, he added.
 
The Flood Forecasting Division reported that Tarbela Dam has reached 99 percent of its capacity at 1,549.20 feet, while Mangla Dam is 76 percent full at 1,219.40 feet. Levels at Rawal, Khanpur, and Simly dams have also risen significantly, prompting authorities to open spillways at some reservoirs to ease pressure.

High flood conditions were recorded at Guddu Barrage on the Indus River, where inflows reached more than 543,000 cusecs. The Sutlej River also surged to dangerous levels, particularly at Ganda Singh Wala in Kasur and Head Sulemanki, where authorities confirmed moderate to high flooding. Officials attributed the rising Sutlej levels partly to India releasing additional water upstream.

The floods have already submerged thousands of acres of farmland, destroying crops and displacing residents. In Kasur district, more than 30 villages lost ground access, and thousands of acres of agricultural land were inundated. Similar devastation was reported in Pakpattan, where floodwaters entered residential areas, forcing mass evacuations.

Islamabad, Rawalpindi to get high-speed rail link​


Initiative aims to save fuel and time, ease traffic pressure on roads, offer affordable commute

The federal government has approved a modern high-speed rail project that will connect Islamabad and Rawalpindi. The project, after completion, will reduce travel time between the twin cities to just 20 minutes.

The initiative, besides reducing travel time, will also bring fuel consumption down, ease traffic congestion and provide people with a fast and affordable transportation option.

The decision was made during a high-level meeting on Monday chaired by Interior Minister Mohsin Naqvi and Railways Minister Hanif Abbasi.

Minister of State for Interior Talal Chaudhry, along with senior officials including the Federal Interior Secretary, Secretary of Railways, Chairman of the Capital Development Authority (CDA), Rawalpindi Commissioner, Islamabad Police Inspector General and Frontier Corps representatives also attended the meeting.

The framework agreement for the project will be finalised and signed next week. Under the plan, the Ministry of Railways will provide the track infrastructure while the CDA will manage the service.

The government also decided to import state-of-the-art trains to ensure modern, comfortable and efficient operations.
 

Pakistan to import Chinese-built trains for Islamabad–Rawalpindi high-speed service​

ISLAMABAD- Pakistan will import modern train units from China for its first-ever dedicated high-speed service between Islamabad and Rawalpindi, expected to launch on March 23, 2026, officials said on September 23.

The project, jointly undertaken by the Capital Development Authority (CDA) and the Ministry of Railways, marks another extension of Sino-Pak transport cooperation, aligning with China’s broader push to modernize Pakistan’s mobility infrastructure.

The new Diesel Multiple Unit (DMU) trains, sourced from China, will slash travel time between the twin cities to just 20 minutes, compared to current slower services. Operations will be overseen by CDA, while Pakistan Railways will maintain the track system.

Authorities are considering affordable fares at Rs 50 per trip and plan to extend the line to the Ninth Avenue Metro Station, ensuring seamless connection with Islamabad’s bus rapid transit network. Once integrated, commuters will gain direct access to the Pakistan Secretariat, Islamabad International Airport, and Srinagar Highway.

Currently, Islamabad and Rawalpindi share only intercity train links like the Islamabad Express, which connect to Lahore. The new Chinese-supported service is being hailed as a game-changer for urban mobility, expected to ease congestion, cut commuting costs, and benefit office workers, students, and daily travellers.

Officials stressed that the project is not only about convenience but also part of a larger effort to bring Chinese technology into Pakistan’s urban infrastructure development, a hallmark of the growing partnership under the CPEC framework.
 
The federal government announced the launch of the “Safe Secure Islamabad” initiative to ramp up the security of the federal capital.

The announcement comes two days after 12 people were killed and 36 were injured in a suicide blast outside the district and sessions court building in Islamabad’s G-11 area. The incident occurred as international events were being hosted in the capital, including the first one-day international (ODI) match between Pakistan and Sri Lanka in Rawalpindi.

The announcement about the new initiative was made by Minister of State for Interior Talal Chaudhry while he was addressing a press conference outside Parliament House alongside Islamabad Deputy Commissioner (DC) Irfan Nawaz Memon and Inspector General of Police Syed Ali Nasir Rizvi.

He said that as part of the programme, a first-of-its-kind new ‘Secure Neighbourhood’ survey would be launched that would allow the administration to know who was occupying every house, shop or office in the capital with information about the number of people, their age, their nationality, whether the place was rented or self-owned and more.

The minister said the information would not only help in providing the public with municipal services but would also provide large volumes of data to the government for security purposes.

“In the next stage, it will be declared mandatory for all vehicles in the city to have electronic tags. There will be no vehicle in Islamabad without green tags that are cleared regarding the environment, and electronic tags, which we also call M-Tag or e-tags, so every moment of any vehicle in Islamabad can be monitored.”

The minister said that Islamabad was “very important” as the country’s capital. “The administration has more responsibility than the administration of other cities,” he said, adding that the police and district administration not only had to serve citizens but also protect foreign diplomats, guests, officials and other important people.

Chaudhry said the steps were taken by the interior minister and the ministry under the prime minister’s leadership to ensure that the capital looked as secure as it looked beautiful.

The state minister said the “Secure Neighbourhood” project would reach completion in the next three months.

He added that public schools, colleges, businesses, traders, bodies and current and past officials would be taken on board as well to disseminate the survey.

Chaudhry assured the public that the information would “remain safe and secure with government agencies and the Islamabad administration.”

Providing more details on the survey, DC Memon said an application was launched by the name of “ICT Household Survey” and anyone living in Islamabad could download it and add details of their residence, residents, servants and ownership status therein.

He said teams would begin door-to-door surveys from Monday to add people to the database. Memon added that the data would also pinpoint which houses had information missing about them and the administration would subsequently retrieve it, whether by “force or other means”.

He said the above was the only way to declare Islamabad safe and secure.

The DC went on to say that he would share further details about the steps related to the vehicles in the next two to three days. “The tagging mandate would not only be for vehicles in the city but also those entering it.”

Meanwhile, the police chief said the collection of data through the survey was very important for security purposes. “The police teams would also accompany the door-to-door survey teams,” he said.
