Yeah Egyptians got to look out for Egyptians first and foremost. Egypt over the last decade has already received a lot of financial support from the GCC especially Saudi. Its not like Egypt will get more by joining this pact. Im not sure about the position of the president of Egypt and how legitimate he is according to his own people and how long he will stay in power so he probably has more things to worry about than going to war.
Nevertheless like NATO, countries can join further down the line like any alliance and if i had to put my money down, Id say Egypt and Jordan do join sometime down the line.
Jordan - I don't see that happening. They are too busy defending Israel, to ever act against Israel. Jordan, has always been rather untrusty worthy in Arab affairs, look into the history of how many times they have betrayed Egypt/Syria in wars against Israel.
