Hard to believe any one would invest in this looking at the current conflicts in Ukraine or the Middle East.
 
Regarding Accusation to Indonesian Engineer about tech thief is not proven or false. It is proven that all 8 flash disk containing high value KF21 data/tech comes from Indonesian Aerospace Head Quarter in Bandung, Indonesia (Police Investigation Completed)

Indonesian Air Force propose to Defense Ministry to buy IRIS-T missiles, A2A version. KF21/IFX missiles are Meteor and IRS-T for AA missiles. For Meteor the acquisition program has been pushed but contract hasnt yet been signed. Rafale short range missiles is MICA, not IRIS-T. Meteor is used by both KF21 and Rafale for long range (BVR combat)

I think the real hard evidence would come when Indonesia pays it's agreed upon share of the development costs and then goes ahead with a deal to order the first batch of KF-21s.

Which is where I am stumped- with 48 Rafales worth USD 9-10 billion, plus the stated intention of buying 24 F-15EXs (which will cost between USD 6-8 billion) where is the money going to come for KF-21s?

South Korea is right in doubting the Indonesian's intention when they're partnering in this project but not paying their share and then going about ordering 2 other twin engine jets from other countries worth billions of USD.

Indonesia will pay its share when all of the renegotiation is completed. You need to bring logic to this as Fighter Jet Program is part of Indonesian long term local defense industry program since 2010 and it is even put in a Presidential law. Indonesia has invested some machinery and the land for KF21/IFX program (for both part Composite Manufacturing and Assembly Line) that previously built inside Air Force land (belonging to Defense Ministry asset) have been transfered to Indonesian Aerospace and now belong to Indonesian Aerospace (State Owned Ministry.)

Why Air Force land ? It is because Indonesian Aerospace land located near Air Force land and previously Indonesian Aerospace is part of Indonesian Air Force asset that later transfered to SOE Minister as Indonesian Aerospace become business entity under SOE Minister.

With this 60-70 million USD per plane, it is very likely South Korea think Indonesia will buy KF21 more than 100 since we have the factory in here and by looking to Indonesia Economic growth projection.
 
Once more, KF21 block 1 is not difficult to be upgraded into block 2. This is for any one curious about this.

For KF21 with wingman drone capability, the space in the belly is already there even for block 1 if later it would be used for storing electronic device to control wingman drone.
 
I dont think Korea should worry on Indonesia financial capability. We only have 1.6% of GDP state budget deficit in 2023, compared to India around 6 % of their GDP made their state budget deficit in their previous fiscal year. Indonesia debt to GDP ratio is less than 40 % of our GDP, compared to India debt to GDP ratio at 90 % of their GDP.

Indonesia defense budget is only about 0.7 % of its GDP, compared to India defense budget at around 2 % of their GDP.

Indonesia is even able to pay its debt from IMF several years after we experience Economic Crisis in 1997 that slice our GDP around half
