Aren't most such crime figures, especially in developing nations distorted by such matters as reporting rate, social and cultural impact on active crime, I mean if you don't have the means to kill in your daily life, or if women do not occupy public spaces, and when you're just getting by trying to live your life, you're less likely to be killed, and other such factors.
Also, I rarely see crime figures relating to conviction levels, how many crimes are actually solved, practical aspect of crime management.

The numbers do not tell the complete story, and therefore basing any conclusion off an incomplete picture may be "not that hard" but erroneous. That is my point.
