The fact is that the core Shi'i realm has remained largely intact while Sunnis are still running with a sieve to deem those with difference of opinion on secular leadership as apostates. That is crux of the matter with the Saudi rule... that swings on the pendulum that is essentially agnostic... swinging to where needed with a nudge.

If you are referring to maritime law/convention, so does Oman on the SoH. Similarly, Yemen, Djibouti and Eritrea all have this right over Bab el Mandeb. Iran cannot dictate terms to Oman regarding what happens in its territory. Yemen cannot, likewise, dictate terms to Djibouti and Eritrea.Technically, Iran does have a divine right on SoH, as its literally their territorial waters. Now if that happens to be on of the most vital waterways as far as commerce is concerned - that's neither here nor there.
