To make the cat fall, you must cut rope B.

The horizontal beam is a lever with a central pivot. The cat's weight is pushing down on the right side, which is currently balanced by rope B pulling down on the left side. Rope A and rope C are simply attached to the right side of the beam and the main post; they don't actually support the cat's weight or the beam's position in this configuration.
Once rope B is cut, the weight of the cat will cause the right side of the beam to tilt downward, sending the cat for a tumble.
