Its actually just 3 (Mk2 / TEDBF / AMCA), but we need to go through this labor and pain of delivery. Given the trouble of co-operation between tri-services, ORCA is a myth. You are right here, but right now India has 5 different competing fighter projects. Turkey and SoKo are examples of how fast you can proceed bu just focusing on one project. If they can do it so can India. issue is resources being stretched in many directions and of course project management by HAL (Or the 4th branch of Pakistan's military as many are nicknaming it!)
TEDBF is for Navy, so effectively its just two projects for Airforce.
The idea of Mk1, Mk1A, Mk2 and AMCA (Lot of LRU are said to be common between three, keeping aside step up in tech between LWF/MWF/5th Gen) is aim for commonality, but then we have our limitations. We are trying to catch up to five plus decades of Military Industrial Complex. There is no other option here, this has to be done if we have to be independent.
If we don't, well we will be left at Mercy of West or Russians. Considering all our disadvantages managerially as of now, one thing am sure is our GOI is at least taking one step at a time towards independence.
Biggest mistake (of which we have no small list), is stopping funding of Kaveri. Delay in Mk1A production or stalling of Mk2 despite CCS permission till engine issues are clarified, vis a vis GE is actually a positive step. Things are being understood that without heart, a body doesn't function.
We move at a Elephant's speed, so its expected.
As for 14yrs ahead for PAF, I actually see this positively. Doesn't matter if the OP's view is right or not, its a good thing. Will put fire under behinds of everyone it needs to be put under, on this side of the border.
If am not wrong Pakistani Armed forces, have always waited to see what we do at platform level before making their move. If they move first, then we get to know what we are going to face.
