Has happened a few times - PAF pilots do go on exchange on and off with PLAAF including Su-30 and J-10. This includes PaF pilots from F-16 experience.

F8II was evaluated by paf in 90s but did not meet the requirements o think this were the days when f-16 were embargoed ans f-16 fleet was pretty much grounded or at low end 91-96 ish one of the squadron history pages from paf history mentioned it
