How is the 24 number exaggerated?
PAF had around 16 C-130s in the early 2000s, (Mainly C-130B/Es), PAF put all these through an extensive avionics upgrade by Rockwell in 2017.
Belgium order was for 8 used C-130H.
There has been no C-130 loss or retirement since 2017, so 16 planes plus 8 Belgium planes = 24 aicraft no? PAF also stood up another C-130 sqd at PAF Faisal a year or so ago.
Or am I missing something here?

Brother it was you who was asking me why I was doubting the quoted figure of 24 operation C-130 in the article, so reason is here as stated by scramble.nl and Quwa.
Ok you win ....Sure, you said the article was exaggerated, but database shows 14 active plans, once you include the Belgium planes that os 21-22 active planes. So not far off the 24 number you claimed was exaggerated.
