Pakistan, Cambridge forge strategic partnerships to strengthen innovation, research, knowledge economy​

LONDON, Nov 07 (APP): In a major step toward boosting the Uraan Pakistan implementation, two landmark Memoranda of Understanding (MoUs) were signed in London between Quaid e Azam University and the University of Cambridge; the PIDE and Cambridge Enterprise Limited.

The events were witnessed by Federal Minister for Planning, Development and Special Initiatives, Professor Ahsan Iqbal, who termed the partnerships “a historic step toward building Pakistan’s knowledge economy,” a news release said.

The first MoU was signed between the University of Cambridge and Quaid-i-Azam University (QAU), Islamabad, to promote collaboration in Materials Science and Emerging Technologies.

The partnership aims to strengthen Pakistan’s research capacity, promote academic excellence, and enhance international collaboration in frontier scientific disciplines.

Ahsan Iqbal said that the government has approved Rs 3.5 billion for establishing the Institute of Materials and Emerging Sciences in collaboration with Cambridge and earmarked US $0.7 million for faculty and student exchanges, joint research
projects, and technology transfer.

“Materials science is the quiet engine of the new economy—it powers aerospace, clean energy, healthcare, and digital manufacturing. This partnership will convert lab innovations into real products and industrial applications,” he stated.

He added that the initiative aligns with the URAAN Pakistan and 5Es Framework—Exports, E-Pakistan (Digital), Energy & Infrastructure, Environment & Climate, and Equity & Empowerment—focused on transforming research into tangible economic outcomes.

“Our success will be measured not by MoUs but by measurable results—from promise to prototypes, from prototypes to products,” he said.

The second MoU was signed between Cambridge Enterprise Ltd., United Kingdom, and the Pakistan Institute for Development Economics (PIDE), Islamabad, to strengthen Pakistan’s innovation and entrepreneurial ecosystem.

The agreement was signed by Ms. Caroline Hyde, Head of Ecosystem Initiatives and Partnerships at Cambridge Enterprise, and Dr. Nadeem Javaid, Vice Chancellor, PIDE.

Ahsan Iqbal said the collaboration marks a new era of innovation-led growth, linking Pakistan’s universities with international accelerators, venture funds, and technology partners.

“Entrepreneurship in developing countries is a nation-building engine—it turns research into products, raises productivity, and connects our youth to global markets. With Cambridge Enterprise’s global expertise and PIDE’s policy leadership, Pakistan is creating an ecosystem that turns ideas into enterprises and knowledge into competitiveness,” he remarked.

He highlighted that the government has already launched the Innovation Fund and Bridge-Start programs to support young founders, and the Cambridge collaboration adds international mentorship and co-investment opportunities.

The minister emphasized that sustained collaboration between Pakistani and Cambridge institutions will ensure the institute evolves into a world-class center of excellence driving innovation and technological progress in Pakistan.

“Luban College” launched in Pakistan to nurture engineering talent​

ISLAMABAD- The China State Construction Engineering Corporation (CSCEC) Pakistan Office and the Pakistan’s National University of Sciences and Technology (NUST) have jointly inaugurated the “Luban College – Up We Build (UWB) College” at NUST recently, marking an advancement in bilateral educational and industrial cooperation.

Named after Luban, the revered ancient Chinese master craftsman and architectural pioneer symbolizing innovation and excellence, the college is established under CSCEC’s global “Luban Craftsman Program”. This sustainable initiative, guided by the vision “Inspire to Rise, Build to Thrive”, aims to foster talent development in the construction industry worldwide.

The plaque unveiling ceremony was presided over by Mr. Wang Yaodong, General Manager of CSCEC Pakistan, and Professor Dr. Rizwan Riaz, Pro-Rector of NUST.

Wang Yaodong highlighted that the college will serve as a bridge for establishing long-term cooperation with Pakistani universities in talent cultivation and technical exchange, further promoting China-Pakistan industry-education integration.

Dr. Rizwan Riaz commended CSCEC’s contributions to infrastructure development in Pakistan. He expressed hope that the “Luban College” would become a key platform for practical engineering experience and research application, helping cultivate high-quality technical professionals for Pakistan.

HRL, Shenzhen University to boost smart city and architectural collaboration​

Habib Rafiq Engineering (Pvt.) Ltd. (HRL) on Monday signed a collaboration agreement with the Shenzhen University Institute of Architectural Design and Research Limited (SUIADR) to enhance cooperation in advanced architectural design, research-driven development, and smart city innovation.

The agreement signed in Shenzhen aims to bring internationally recognized Chinese expertise to Pakistan’s expanding infrastructure and urban development landscape. Under the partnership, SUIADR will work closely with HRL on smart city planning, architectural concept development, urban design frameworks, and the adoption of modern architectural standards aligned with global best practices.

Officials said the collaboration is expected to support a range of upcoming major projects in Pakistan, with SUIADR contributing technical reviews, design evaluations, and research-based input to ensure sustainability, efficiency, and innovation in project outcomes. The partnership also seeks to introduce advanced methodologies in energy-efficient buildings, data-driven urban planning, and integrated smart city models.

The agreement was signed by Jehanzaib Zahid, Vice Chairman of HRL, and Cao Zhuo, President, CEO, and Chief Architect of SUIADR, at a ceremony attended by representatives from both sides.

China hosts Advanced Training Programme for Pakistani academics under expanding CPEC university consortium​

ISLAMABAD-China’s Tianjin Foreign Studies University (TFSU) has launched a two-week Advanced Training Programme for senior Pakistani academics and higher-education administrators, marking another major step in strengthening the academic dimension of the China–Pakistan Economic Corridor (CPEC).

The programme, conducted under the auspices of the CPEC Consortium of Universities, was inaugurated at a ceremony attended by TFSU President Li Yingying, Vice President Zhu Pengxiao, senior officials from China’s educational bodies, Pakistan’s Ambassador to China Khalil Hashmi, and HEC Director General (Global Engagement) Ms Aayesha Ikram.

In her address, President Li Yingying said the training serves as a significant platform for enhancing educational cooperation, cultural exchange, AI learning, and people-to-people ties between China and Pakistan. She emphasized that as both countries navigate a world increasingly shaped by artificial intelligence, the programme offers a timely opportunity to strengthen joint efforts in AI education, smart manufacturing, and innovation-driven learning.

Representing the Higher Education Commission (HEC) of Pakistan, Ms Ikram expressed deep appreciation to the Chinese hosts, noting that China holds a special place in the hearts of Pakistanis. She highlighted China’s remarkable progress in technology, innovation, and higher education, areas that Pakistani academics are keen to learn from through structured exchange programmes, a statement issued here on Tuesday afternoon said..

She also informed participants that over 300 Pakistani PhD scholars have benefitted from HEC’s overseas scholarships in China, while thousands more participate in academic exchanges, joint-research projects, and scientific collaborations facilitated under CPEC.

Deputy Secretary-General of the China Association of Higher Education, Ms Gao Xiaojie, said the programme reflects the enduring “Iron-Brother” friendship between the two nations. She noted that since its inception in 2017, the CPEC Consortium of Universities has expanded from 18 institutions to 130, focusing on AI, engineering, agriculture, medicine, social sciences, and cultural modernization.

She added that with the Belt and Road Initiative (BRI) entering its “2.0-High-Quality Development Era,” both countries are concentrating on AI-enabled training, frontier research, talent development, and practical cooperation in advanced fields.

In a video address, Ambassador Khalil Hashmi reaffirmed Pakistan’s commitment to deepening higher-education collaboration with China and emphasized that CPEC has become a powerful bridge for long-term academic, technological, and scientific partnerships.

The programme aims to build a new generation of Pakistani academic leaders equipped with expertise in AI, international education management, and next-generation research practices, further integrating Pakistan’s universities into the evolving China-led global innovation landscape.

CSAIL, NUST sign deal to support higher education in Pakistan​

Karot Power Company (Pvt) Limited (KPCL) a project company of China Three Gorges South Asia Investment Ltd (CSAIL) and the National University of Sciences & Technology (NUST) Saturday signed a crucial Document of Understanding (DoU) to establish a comprehensive scholarship program aimed at supporting local talent, continuing its contributions to national development and fulfilling its Corporate Social Responsibility.

The official signing ceremony was, held at NUST Campus in H-12, Islamabad. The document formalized a commitment by KPCL to foster education, research, and community uplift under its Corporate Social Responsibility initiatives, according to a press release.

China-Pakistan scholarship support at KIU tops 500 as 95 new students awarded​

GILGIT, Nov 26 (Gwadar Pro) - Karakoram International University (KIU) has awarded scholarship cheques to 95 PhD, MS and BS students under the China-Pakistan Friendship Merit-cum-Need Based Scholarship programme, bringing the total number of beneficiaries to more than 500 since 2022, according to a Gwadar Pro tally.

KIU’s Public Relations Office said senior university management, faculty members and scholarship recipients attended the ceremony.

Vice Chancellor Prof. Dr. Attaullah Shah said the university was committed to helping students continue their studies without financial hurdles. He urged recipients to stay focused on academics and use the funds strictly for educational expenses.

Speaking to Gwadar Pro, Shah said the scholarships reflected the goodwill of the Chinese government and the support of the Chinese ambassador. He added that exchange programmes with Chinese universities under the Belt and Road Initiative would further strengthen bilateral ties and mutual understanding.

Punjab launches Artificial Intelligence education in all govt schools​

The Punjab government has launched Artificial Intelligence education in all government schools on Tuesday.

Punjab Chief Minister Maryam Nawaz in a statement on her X account said: “Every child, without discrimination, will be equipped with modern digital and analytical tools and skills essential for competing with the modern world.”

Terming it Punjab’s historic digital leap, Maryam said the provincial government will appoint an AI teacher in every public school, while 1,000 teachers have been trained as AI Master Trainers.

“AI formally integrated into the curriculum within 60 days, Insha’Allah!” she added.

Pakistan, US renew Fulbright-HEC partnership to support 66 PhD scholars​

The government and the United States have renewed their longstanding partnership in higher education through a new five-year agreement between the Higher Education Commission (HEC) and the United States Educational Foundation in Pakistan (USEFP) that will also entail supporting 66 PhD scholars over a five-year period.

They also reaffirmed their shared commitment to academic excellence, human capital development and international educational cooperation.

The Ministry of Education and Professional Training welcomed the renewed agreement, which will cover the period from Financial Year 2026–27 through Financial Year 2031–32 and encompass the Fulbright Master’s and PhD programmes, Visiting Scholar Programme for post-doctoral scholars, Foreign Language Teaching Assistant (FLTA) Programme and Hubert H Humphrey Fellowship Programme.

The initiative will offer Pakistani scholars and academics opportunities to pursue advanced education, undertake research, strengthen professional expertise, and contribute to Pakistan’s socio-economic development upon their return.

As part of the financial commitment, the HEC will provide at least $4.54 million annually, with the total funding commitment capped at Rs6.48 billion over the five-year period. The agreed payment schedule provides for $2m by June 30, a further $2m by January 31, and the remaining balance by April 30, subject to the timely release of government funds.

Any interest earned on HEC funds held by USEFP will be reinvested in student grants, further supporting the educational objectives of the partnership.


The selection process under the renewed agreement will remain merit-based, with no fixed quotas for any particular group, region, or category. The HEC will participate directly in the selection panels and will contribute to identifying priority fields of study aligned with Pakistan’s national development and security priorities.

This collaborative approach will help ensure that the programme continues to respond to emerging national needs while maintaining the highest standards of academic merit and transparency.

To strengthen oversight and assess the effectiveness of the programme, a Joint Review Committee comprising representatives of the partner institutions will meet twice a year to review programme performance and impact. USEFP will also provide HEC with annual audited financial statements, while relevant records will remain open for review by the HEC upon reasonable notice, reinforcing transparency, accountability, and effective financial governance.

The renewed partnership also envisages broader collaboration beyond scholarship opportunities. HEC and USEFP will undertake joint visibility and awareness initiatives across Pakistan, drawing on HEC’s extensive network of higher education institutions to ensure wider outreach and greater awareness of international academic opportunities.

The agreement further provides scope for exploring future collaboration in faculty and administrator exchanges and other related academic and educational initiatives.

The new agreement builds on the original Fulbright-HEC PhD partnership signed in February 2016, under which $25.786 million was committed to support 125 Pakistani scholars during FY 2016–20. That landmark initiative itself emerged from the high-level engagement between the US and Pakistan, including the meeting between then-US president Barack Obama and then-premier Nawaz Sharif in October 2015, and was linked to the US-Pakistan Knowledge Corridor launched in June 2015.

According to estimates, approximately 26.2 million children are out of school, including 13.4 million girls. Between 20% and 28% of school-age children are not enrolled at all, many forced to prioritise survival over education.

Why do some children enjoy their right to education while others are denied it? Why are quality schools reserved for those who can afford them, while millions are left with inadequate alternatives? Why do we continue to tolerate a system that reinforces inequality from one generation to the next?

Children enter the world equal and without any bias or class difference. They are not born with an awareness of class, status or hierarchy, nor do they feel inferior unless society teaches them to. In their earliest years, they see life as a blessing - filled with curiosity, joy and possibility. They do not perceive the disparities that define adult life: political divisions, social stratification, or the invisible barriers that determine who will succeed and who will struggle.

Is this the kind of society we are willing to accept?

The society into which a child is born is structured with failure and inequality. Wealth often determines opportunity. Children from affluent families grow up surrounded by advantages: well-equipped schools, quality healthcare, safe neighborhoods, and networks that open doors to success. These privileges are rarely accessible to children born into poverty.

Cambridge announces AS, A-Level results for June 2026 examinations​

KARACHI: More than 100,000 students from over 850 schools across Pakistan received their Cambridge International results on Tuesday, with the June 2026 examination series results being released worldwide, according to a press release issued by Cambridge International Education.

Cambridge said almost 368,000 students worldwide received their International AS & A Level results, while more than 100,000 students in Pakistan had appeared for the June examination series for Cambridge International AS & A Level, O Level and IGCSE. Physics, Mathematics, Business, Chemistry and Computer Science were among the most popular subjects in Pakistan, the press release said.

“Congratulations to all our students receiving results today and next week,” Rod Smith, Group Managing Director for International Education at Cambridge, said in the press release.

Smith said more students were turning to AS & A Levels because they combined “deep subject knowledge” with skills valued by universities and employers.

“This year's continued growth shows just how clearly that combination resonates in a world being reshaped by AI,” he said, adding that Cambridge International AS & A Levels would become “increasingly important” in the years ahead.
