I actually think neither Pakistani military nor civilian circles have sat down and thought about what an actual shooting war with India would be like and if any SOP's could be prepared or training given on how to speak and think and keep your nerves during a war. The excessive deference given to foreigners was once again a factor in the war as well, we know the GCC was being asked by India to pressure Pakistan into not retaliating and they were complying.Peaceniks in establishment and in political circles.
Imagine your defense minister saying we won't escalate if India doesn't attack Pakistan further all the while Indians were terrorizing Pakistanis cities with drones. Compare that coward khawaja Asif to India's MOD. They were clear about their goals and we're reckless to achieve, it should have been us, we should have acted recklessly after all we are the ones with weak economy and smaller forces, secondly we gave foreign pressure.
Inshort we have incompetent leadership who doesn't care about Civilian life. They are care about their personal glory
Frankly what saved the day in last war was the immediate unity of the people of Pakistan, the hubris and oafishness of Indians and the excellent performance of the PAF on the first day. Matters could have turned out quite differently if the army was tasked to be first to respond.
